Toelichting (Engels) This paper describes changes in the governance of watermanagement programmes in the Netherlands. Nowadays, such programmes are defined at a (supra)national level and are characterized by a mix of top-down and bottom-up governance. Local and regional tension may result when it comes to the regional implementation. Waterboards, responsible for regional water management in the Netherlands, can help resolve this tension by fully exploiting their intermediate position by participating actively in the stage in which these programmes are defined, involving actively the region they operate in. The Delta Programme which at present is being defined, is an example wherein the waterboards take such a position. A more clear, more non-technical, communication and specific attention for communication with partners and other stakeholders when implementing the projects are also important.
