Toelichting (Engels) Various studies have acknowledged that policy entrepreneurs play a significant role in policy change processes by applying a wide range of entrepreneurial strategies. Nevertheless, a comprehensive contextual framework on the factors that determine the application of entrepreneurial strategies was absent. This study aimed to fill this gap by investigating the involvement of policy entrepreneurs in the establishment process of decentralized water systems in Buiksloterham, The Netherlands.
