Towards sustainable tuna fishing: understanding the role of private incentive mechanisms

Unsustainable fishing practices, including the use of non-selective fishing methods and Illegal Unreported and Unregulated (IUU) fishing, contribute to the decline of tuna fish stocks in the Western and Central Pacific Ocean (WCPO). This has led to emergence of different public and private governance arrangements to foster the sustainable exploitation of tuna stocks. This thesis focuses on the performance of three innovative private incentive mechanisms: Fishery Improvement Projects (FIPs), International Seafood Sustainability Foundation’s Pro-active Vessel Register and eco-FADs, and Marine Stewardship Council (MSC) certification, to deliver economic incentives for improved production. The overall objective of this thesis is to evaluate the extent to which private incentive mechanisms influence Filipino fishers’ decision to improve their fishing practices.

In order to address the overall objective, this thesis first analyses and compares the ways existing private incentive mechanisms influence the upgrading strategies of Filipino tuna fishers in the value chains (in chapter 2). Second, it evaluates the important determinants for small-scale handline fishers’ decisions to participate in two FIPs for yellowfin tuna in the Philippines (in chapter 3). Third, it examines the effect of MSC certification on the allocation of fishing days by Filipino purse seiners operating in Parties to Nauru Agreement (in chapter 4). And finally, it analyses the profitability of investments in measures needed to comply with private incentive mechanisms by Filipino purse seiners (in chapter 5).

The findings show that overall, the incentive mechanisms are able to improve the practices of fishers, however only to a limited extent. The first two chapters (chapters 2 and 3) show that producers first need to have the capabilities to meet the requirements of private incentive mechanisms, so that they can be included in the value chain and that they can realise the incentives offered by these mechanisms. However, being capable does not guarantee that producers will improve their practices. As shown in the last two chapters (chapters 4 and 5), producers must also have the willingness to upgrade, based on their risk attitude and on the ability of the economic incentive to cover the additional costs and to compensate for the increase of the risks of participation of producers. Given that producers have the availability of capabilities to upgrade and that the benefit is sufficient to opt for participation, then producers may decide to improve their practices, which may contribute to the sustainability improvement goal of private incentive mechanisms. As a consequence of this finding, the incentives, inclusiveness, and improvements must be taken into account in both the design and implementation of private incentive mechanisms.

In recent years policymakers have aimed to increase the general awareness regarding the link between diet and health, providing food companies with an opportunity to add health-enhancing features in order to differentiate their products. The European market of these products, referred to here as functional foods, is regulated according to the European regulation 1924/2006 on nutrition and health claims on foods.

Even though the European functional foods’ market has grown steadily over the last 20 years, more than 3 out of 4 new functional products are withdrawn from the market within two years from launch. Indeed, firms have to overcome three main obstacles to market health-enhancing products successfully. First, consumer-related factors, such as the heterogeneity of consumer acceptance of, and preferences for, new functional products; second, firms' difficulties in selecting the optimal attribute profiles to meet consumer demand for health features and; third, firms' difficulties to target consumers with a high enough willingness to pay to ensure the profitability of those investments needed to develop and market functional products.

The general objective of this thesis is to assess quantitatively the implicit price of health claims as well as to generate new knowledge that will inform firms on how to target consumers with higher WTP for functional products.

This thesis uses the Italian yogurt market as a case study for three reasons. First, yogurt is considered intrinsically healthy and it is one of the most credible carriers of functional ingredients: the category of fermented functional dairy accounts for nearly 43 per cent of the total functional products’ market. Second, among European countries, Italy saw the launch of the highest number (592) of new healthy products in the period 2005-2009; the majority of the new products introduced were functional yogurts benefiting digestive health (336), the immune system (99) and cardiovascular health (65). Third, the Italian yogurt market is characterized by a high level of differentiation with respect of health attributes, with manufacturers offering a variety of products carrying health claims, appearing suitable to analyze the problem at hand.

The results of this thesis show that in the Italian yogurt market the implicit prices of “risk reduction” claim is higher than that of “general function” ones (respectively, +222.6% vs +85.5% of the baseline alternative’s price in the case of cholesterol reduction health claim), and in three out of four cases, health claims supported by familiar brands have higher implicit price than those supported by less-familiar ones. Those results confirm findings collected in the systematic literature review which highlights a consensus that claims supported by familiar brands as well as “risk reduction” (vis-à-vis “general function”) ones increase consumers’ acceptance of functional dairy products. The results also point out that “natural” and “organic” claims lead to implicit prices which are (approximately) +46.6% and +102.0% over the price of the baseline alternative, comparable to those of some of the health claims. Other results indicate that manufacturers operating in the Italian yogurt market investing in credence attributes (health claims, organic and natural) gain the ability to target consumers with higher WTP by including two or more products carrying credence attribute in their portfolio. Lastly, the findings of this thesis reveal that consumers’ body image dissatisfaction, along with not reading food labels and lower knowledge about leading functional yogurt brands, are associated with lower number of functional yogurt packages purchased by Italian yogurt consumers using a virtual shelf setting.

Finance is important for Indonesian farmers to purchase agricultural inputs and machinery and to pay for hired labour, which can improve farm performance. Farmers in Indonesia can access finance from various finance providers, i.e. banks, micro-finance institutions, farmers’ associations, traders, agricultural input kiosks and so-called “other sources” such as family and friends. The overall objective of this thesis was to analyse the relation between finance utilisation from different finance providers and horticultural business performance in Indonesia. This thesis first compares farmer knowledge of the requirements to obtain finance with the actual requirements set by finance providers, and investigates factors that determine farmer knowledge of the requirements. Next, this thesis analyses the relation between finance utilisation from different finance providers and the technical efficiency of horticultural farms using a bootstrap truncated regression. Furthermore, the role of finance utilisation from different finance providers in production risk is analysed using an ordinary least squares regression. Finally, this thesis analyses finance utilisation and its relation with chili supply chain continuity as reflected by contract fulfilment rates using a censored regression analysis. Findings show that farmers generally have little knowledge of the finance requirements. Findings also show that in-kind finance utilisation from farmers’ associations positively associates with farmer knowledge of finance requirements. The results of the bootstrap truncated regression show that commercial credit from banks and in-kind finance from farmers’ associations positively associate with the technical efficiency of some types of horticultural farms. Commercial credit from micro-finance institutions and flexible payment of inputs to agricultural input kiosks generally have negative associations, especially with the technical efficiency of mangosteen farms. Subsidised credit from banks and in-kind finance from traders have both positive and negative associations with the technical efficiency of the horticultural farms. With regard to production risk, results show that depending on the risk measure, risk-reducing associations were found for commercial credit from banks and flexible payments of inputs to kiosks. With respect to supply continuity, outcomes show that chili contract fulfilment rates are positively associated with in-kind finance from farmers’ associations, but negatively associated with subsidised credit from banks and flexible payment of inputs to agricultural input kiosks.

Sustainability Performance of Soybean and Beef Chains in Latin America

The objective of this thesis, was to analyze the sustainability performance of soybean and beef production chains in Latin America (LA). First identifying a set of sustainability issues of soybean and beef production chains in a LA-EU context was carried out. Sustainability issues were found to vary across stakeholders’ interests. Next, the environmental and economic performance of four feeding strategies for beef production in southern Brazil were evaluated. Results showed that improved pasture is a promising system as it results in the best environmental and economic performance. Furthermore, the environmental, economic, and social performance of genetically modified (GM), non-genetically modified (non-GM), and organic soybean production was evaluated by capturing the uncertainty of key parameters. Results revealed that none of these systems performed best for all sustainability issues evaluated. Multi-criteria assessment (MCA) has the capability of giving a single overall score per system by aggregating sustainability scores using relative importance weights provided by stakeholders. The results showed that there is potential to use expert elicitation as an alternative to extensive data rich methods. The simulation results showed a higher variation for the organic soybean production system compared to GM and non-GM.

Met de resultaten zetten we een fundamentele stap naar een professioneel Natuurbeheer.
Assessment of strategies for value chains using an extended Structure-Conduct-Performance (SCP) framework: an application to the honey business in Brazil

Competition for the end-customer nowadays takes place more among networks of firms than among individual firms. The analysis of competing firms, thus, has to go beyond the limits of each firm to incorporate the analysis of the entire chain(s) in which the firms participate. An approach is lacking to integrate the relations between strategy and structural issues, such as regulations, demand trends and concentration of clients/suppliers, and economic performance in terms of the contribution to local development. The general objective of this research was to make ex-post and ex-ante assessments of strategies for honey value chains in Brazil. The honey chain was chosen because of the importance of honey production and trade to Brazil, which was among the top ten world honey exporters in terms of volume. This thesis extended the Structure-Conduct-Performance (SCP) framework to value chains, identifying categories of structure, conduct and performance for value chain streams (segment of a value chain in a territory) and providing an integrated approach to explore possible interactions among those categories. The empirical applications of this research used this value chain SCP framework and focused on three honey value chain streams, located in the northeast of Brazil, all in top producing areas: two in Ceará State (Limoeiro do Norte and Santana do Cariri) and one in Piauí State (Picos). First, likely successful strategies of those value chain streams to their performance were identified for the 2007-2011 period, in a multi-case study. Then, the contributions of individual strategies of those streams to their performance were quantitatively assessed, also for the 2007-2011 period, using conjoint analysis. Finally, using adaptive conjoint analysis, promising strategies in terms of their contribution to chain competitiveness and local development were identified, under different scenarios. The results of this thesis reveal that the value chain SCP framework allows for ex-ante and ex-post integrated assessments of strategies for a segment of a value chain in a territory. The results also show that the relative importance of strategies to enhance performance of the studied honey value chain streams in Brazil depends on industry structure and varies among performance goals. In addition, the alignment of the value chain stream strategies towards a certain performance goal improves the likelihood of success of the implementation task. Moreover, the most commonly applied upgrading typologies do not cover all the strategy choices to value chain streams.

Onderzoek naar de haalbaarheid van financieel onafhankelijk opererende gescheperde schaapskuddes. Hieronder verstaan we kuddes die onder andere voor het beheer van natuurterreinen worden ingezet en waarbij een herder gedurende een groot deel van het jaar de begrazing in het terrein stuurt. Uit het onderzoek blijkt dat de meeste kuddes in Brabant (en daarbuiten) momenteel een groot financieel tekort hebben, helemaal wanneer de subsidie van de provincie zou wegvallen. Voor een ‘gemiddelde’ kudde met 250 ooien bedraagt het tekort ondanks die subsidie circa € 30.000 per jaar. De kuddes worden vooral ingezet voor het beheer van heideterreinen van de bekende natuurbeschermingsorganisaties Staatsbosbeheer, Natuurmonumenten en het Brabants Landschap. Deze terreinbeheerders betalen daarvoor een vast bedrag per dag dat de kudde in het terrein is. Per hectare omgerekend is dat bedrag veelal hoger dan de hectarevergoeding die de terreinbeheerders van de SNL-regeling ontvangen. Daarom legt ook de terreinbeheerder er zonder flankerende maatregelen (bijvoorbeeld via de PAS) nog flink op toe. De economische positie van de schaapskuddes is onder de huidige omstandigheden wankel.

Business opportunities and food safety of the Myanmar edible oil sector

This report analyses the business opportunities of the oilseed and edible oil sector in Myanmar as well as the food safety control system. Myanmar is a significant producer of oilseed specialities. It is world’s largest producer of sesame seeds, ranks on the sixth position for groundnut production and for mustard seeds on the third position. However, the exports are insignificant. The food safety control system of this sector is developed weakly. Myanmar has huge opportunities on the world market: foreign currency earnings are in the magnitude of country’s total trade deficit by exporting sesame oil substituted by importing a same amount of palm oil.

KWIN, Kwantitatieve Informatie Veehouderij, verscheen de afgelopen 25 jaar als lijvig handboek, zowel op papier als digitaal. Dit najaar is daar een serie apps bij gekomen, waarmee adviseurs en veehouders zelf saldo- en kostprijsberekeningen kunnen maken. De apps zijn beschikbaar voor de pluimvee-, varkens- en rundveehouderij.

Er is het laatste jaar meerdere malen geroepen dat de varkenssector moet ophouden met het voortdurend openbaar maken van informatie zoals kostprijzen, inkomens, technische cijfers. “De groenteboer vertelt toch ook niet wat een krop sla werkelijk kost?”, zo luidt dan een argument. Als LEI Wageningen UR hebben we met deze discussie te maken. De oorsprong van het LEI hangt samen met de wens tot inzicht in de productiekosten van de landbouw - in de jaren na de Tweede Wereldoorlog - toen er behoefte was om de voedselvoorziening veilig te stellen. We dragen in dit artikel ons steentje bij aan de discussie door een aantal stellingen en reacties daarop.

De baten van digitaal zakendoen worden sterk bepaald door de breedte en intensiteit van het gebruik van elektronische berichten. Een brede acceptatie en invoering van digitaal zakendoen bij de verschillende partijen in potplantenketens is dan ook cruciaal. Together 4 Better (T4B) Plantcenter Europe heeft de afgelopen jaren hierin belangrijke slagen gemaakt, maar er moet nog veel gebeuren voordat digitaal zakendoen gemeengoed is in de sector. Het doel van dit rapport is daarom om inzicht te geven in de mogelijkheden om het digitaal zakendoen in potplantenketens verder te stimuleren.
