Toelichting (Engels) The main objective of the project ‘Water Economic Modelling for Policy Analysis’ (WEMPA) is to develop and apply an operational, integrated water and economy model for the Netherlands. This model (from IVM) should enable the analysis of the direct and indirect macro-economic and economic sector effects of water quality measures at both national and river basin level. The model is developed to support the economic analysis underlying the implementation of the EU Water Framework Directive (WFD) in the Netherlands, more specifically the economic impact assessment of both technical measures and economic instruments identified at national and regional level. This report provides an overview of the current state of the identification of possible WFD measures and programs of measures at national and regional level as important driving forces for the practical development and application of the integrated river basin model in the WEMPA project. At national level these measures are identified in the Working Group Afwegingskader. The experts in this Working Group from national water expert and knowledge centres and regional water boards prepare the necessary input for the programs of measures and their assessment in the WFD river basin management plans. This report basically describes to a large extent the work procedure agreed in this Working Group and reports back about the way measures, programs of measures, instruments are identified and analysed. The identified policy scenarios, measures and programs of measures are the link between the water-economic model developed in the WEMPA project and the practical implementation of the WFD in the Netherlands. The integrated water and economy model predicts the direct and indirect economic impacts of the identified policy scenarios and programs of measures. As the work of the Working Group is ongoing, the findings reported here are preliminary and merely reflects the state of the activities of the Working Group by the end of December 2005
