Toelichting (Engels) The main goal for the AVV (Aandacht voor Veiligheid) project is to develop a decision support system (DOS; Discussie Ondersteunend Systeem). This system can be used to analyze the durability of a safety policy for the next 15-20 year taking into account the long-term (50-100 year) changes in climate, soil subsidence, land use, and administrative changes. In this project these analyses are the basis to develop new safety strategies to cope with long-term changes. The project shows a possible longterm view of the Netherlands as a climate proof country. In this report a loss of life method is proposed to estimate the fatalities due to a flood under long-term trends such as climate change. The outline of the report is as follows: section two gives a general overview of the main variables necessary to estimate of the loss of life due to a flood event and reviews the available approaches to estimate the loss of life is given in section three. Section four discusses the suitability of different approaches in AVV and proposes the most suitable approach
