    Planning for delta areas happens amid uncertainty, which may influence the location, type and form of interventions such as infrastructure, spatial strategies and design standards. Interventions, however, may fix the spatial configuration for decades, for which insight in the appropriate use of adaptiveness to account for uncertainty is essential. This thesis explores uncertainty and adaptiveness in spatial planning and studies their expression and empirical manifestation in planning approaches, planning tools and planning processes. Uncertainty’s characteristics are used to distill information about the (in)adequacy of specific interventions and are related to three domains of adaptiveness: adaptive management, adaptive capacity and adaptive planning. The thesis shows that while some uncertainties demand interventions aimed at ensuring the effectiveness of planning while anticipating future change, others require a focus on the planning process by the co-construction of knowledge, deliberating about values and increasing the adaptive capacity of actors and institutions.

    This thesis investigates contested initiatives to restore controlled flooding in the deltas of the Dutch, Bangladesh and Vietnamese (Mekong) deltas. Restoring controlled flooding is a seemingly contradictory measure in densely populated delta areas, where approaches based on full flood prevention has been typically dominant for decades. This has instigated the question how the emergence of restored controlled flooding initiatives can be explained. Related, this study reflects on how controlled flooding could contribute to long-term flood risk management and sustainable development in deltas, which are simultaneously attractive and vulnerable places for humans to live in. In order to answer this question, a case study approach has been used to investigate social, environmental and technological factors that have shaped controlled flooding initiatives. Cases have been identified that materialized under different conditions: from very dynamic delta environments to relatively stable ones, and from interventions driven by “top-down” policies to “bottom-up” action to modify or remove embankments. This thesis has an article-based structure, which means that individual chapters (2-5) have been designed for publication with peer reviewed academic journals. Chapter 1 provides the general background information, problem definition, and objectives. Chapter 6 ties together the findings of the individual case study chapters and presents the conclusions.

    Chapter 2 conceptualizes deltas as interacting social-ecological-technological systems. It argues that a better understanding of how hydraulic infrastructure influences social processes and environmental dynamics in deltas is critical to understand how deltas evolve over time. By means of the delta trajectories concept, the chapter presents a way to understand this interaction. It also presents a way to understand the sustainability of a delta trajectory, and discusses how new flood management concepts might contribute to “realigning” the development trajectory towards more sustainable system states.

    In Chapter 3, the first controlled flooding case is investigated. The Noordwaard is an agricultural polder, located at the junction of tides and riverine discharge in the Netherlands. As part of the Room for the River programme, the northern embankments were lowered which enables the inflow of water during high water levels in the river Merwede. This reduces peak water levels in the river, supports the adjacent freshwater Biesbosch wetland by means of restored water dynamics, but also affects the possibilities for agricultural production. The chapter highlights that a strong coupling can be observed between the domains of water safety and nature development objectives, and that a top-down decision concluded a long stakeholder negotiation processes. From the perspective of “subsiding polder lands,” controlled flooding is not regarded for its strategic importance, as excessive sedimentation would hamper the intended design discharge of the area.

    Chapter 4 explores the Tidal River Management concept. In the coastal zone of Bangladesh, community-enforced embankment breaches have opened up some of the polders or low-lying areas called “beels,” and exposed them to tidal influence again. Besides stimulating agricultural production and providing safer places to live in, the extensive network of polder embankments also caused increased sedimentation in the region’s rivers, and water logging in enclosed areas due to insufficient drainage possibilities. The chapter highlights that policy debates in Bangladesh have revolved around adopting “open” or “closed” approaches, where TRM represents a hybrid form. The case showed that TRM involves water management and sediment management, and that it represented a “social opening up” for local communities and NGOs to get involved with water projects and embankment removal.

    Plans to restore seasonal flooding in the Mekong delta are center stage in Chapter 5. The Mekong delta system is very dynamic and dealing with the delta’s water resources, in connection with intensive rice production, have been heavily debated by Vietnamese and international policy makers. This chapter investigates a number of older and more recent long-term development plans for the Mekong delta. This analysis highlights how ideas about controlled flooding and flood control have gradually evolved over time. The most recent delta management plan suggests to restore seasonal flooding in some parts of the delta, as a way to safeguard downstream urban areas from peak flows, and as a way to improve the conditions for agricultural production.

    Chapter 6 summarizes the findings of the case study chapters one by one, and concisely answers the research questions. It highlights key similarities and differences when it comes to social, environmental and technological dimensions, and discusses these findings with the literature on flood risk management policy, complex adaptive systems research, and delta studies. The findings demonstrate that environmental dynamics have been critical to emphasize the potential of restoring controlled flooding, but that social and technological factors have been important enablers or constrainers for controlled flooding initiatives to take shape. In itself, controlled flooding reconciles ecosystem-based ideas about flood management with more mainstream policies based on flood control. For this reason controlled flooding can be seen as a “niche-development” with limited influence on how flood management policies, and environmental delta systems, evolve. At the same time, controlled flooding has been acknowledged for its strategic opportunities, for example when it comes to diverting peak water discharges, land heightening by means of capturing suspended sediment, and by providing nutrient for agricultural. This offers opportunities for further thinking about and conceptual development of controlled flooding.

    The delta region between Rotterdam and Antwerp is a prime example of an area where spatial developments face increasing complexity. Local initiatives for developing urban expansions, recreation areas, nature and industrial complexes must harmonize with measures such as adequate flood protection, sufficient freshwater supply, restoration of ecosystems and large-scale infrastructure over the long term. This complexity demans a new approach to spatial planning and design. This book is the result of a research project that aimed to develop such a new planning practice. The research was carried out in collaboration by a consortium of universities, centres of expertise, and engineering and design firms. The research conceived of the Southwest Delta of the Netherlands as a laboratory for the new approach, which has nonetheless also proven relevant to other regions dealing with a similar level of complexity.

    Balancing options for shrimp farming

    A landscape approach to investigate the future of shrimp farming in the Mekong Delta

    While providing an option for development in coastal areas, shrimp farming is usually associated with high environmental cost due to the loss of mangrove forest and high social cost as farmers suffer heavy financial losses due to disease outbreaks. Planning shrimp farming requires to integrate risk as well as social and environmental cost. This thesis, using the Mekong Delta as a case, presents an approach to investigate, with local stakeholders, options to plan a resilient and sustainable shrimp farming sector. First, Olivier Joffre analyzed the different shrimp production systems from economic point of view before analyzing farmer’s strategies and providing insights on drivers that will push or, at the opposite, constraint farmers to choose integrated mangrove shrimp systems. This knowledge was integrated in an Agent Based Model (ABM) that was calibrated using Role Playing Games (RPG).

    The effect of future scenarios and different policies on the farmers’ decisions was tested using a combination of RPG and ABM. For one coastal district of the Mekong Delta, the results showed that promotion of intensification of shrimp production has a high social cost and decreases the total production in the study area after 10 years. Policies for supporting the spread of integrated mangrove-shrimp systems, such as Payment for Ecosystem Services, or access to an organic value chain, are not strong enough to influence farmers’ decision toward adopting these systems. Without any adaptation to climate change a sharp decrease of the production is expected. The approach brought local farmers’ knowledge to the attention of decision makers.

    Dit rapport omvat een overzicht van aantallen, reproductie en sterfte van zeehonden in het Deltagebied en de resultaten van een literatuuronderzoek naar mogelijke effecten van perfluorverbindingen (PFC’s) op de gezondheid van zeehonden. Momenteel zijn er in aantal voldoende gewone en grijze zeehonden in het Deltagebied aanwezig om aan het Natura2000 instandhoudingsdoel van 200 exemplaren in het Deltagebied te voldoen. Als het doel is om op zichzelf staande populaties aan zeehonden in het Deltagebied te hebben dan wordt hier niet aan voldaan. Het aantal pups dat jaarlijks wordt geboren in het Deltagebied is lager dan nodig om een populatie in stand te houden en blijft achter in vergelijking tot de Waddenzee

    With the aim to link tidal and subtidal water level changes to human interventions, 70 years of water level data for the Rhine–Meuse tidal river network is analysed using a variety of statistical methods. Using a novel parameterization of probability density functions, mean high and low water levels are examined, and extreme water levels are investigated by applying the combined Mann–Kendall and Pettitt tests to find trends and trend changes. Tidal water levels are studied based on harmonic analysis. Results show that the mean water levels throughout the system rise with the same pace as the mean sea level. However, high- and low water levels do not show the same increase, and the spatial variability in decadal trends in high- and low water levels is high. High water and low water extremes generally decrease. Both the extreme water level analysis and the harmonic analysis display significant trend breaks in 1970, 1981 and 1997. These breaks can be attributed to the closure of the Haringvliet estuary, the removal of sluices and the removal of a dam, respectively, which radically alter the tidal motion. These results demonstrate that the direct human influence on the tidal motion can overwhelm the effect of mean sea level rise on water level extremes.

    Dit lectoraat richt zich specifiek op aquacultuur in deltagebieden. Een delta kenmerkt zich door een grote dynamiek als gevolg van de getijdenwerking vanuit zee, door de menging van zout- met zoetwater en de slib- en nutriëntenaanvoer vanuit de rivier. Veel verschillende functies komen er samen. De veelheid aan functies leidt vaak tot conflicten, maar soms kunnen verschillende functies elkaar juist versterken. Dit maakt aquacultuur in deltagebieden een zeer interessant onderzoeksthema waar verschillende belangen en disciplines samenkomen. Zo vindt in Nederland de extensieve schelpdierkweek plaats in Natura-2000 gebieden. Enerzijds is de kweek afhankelijk van natuurwaarden zoals productiviteit en waterkwaliteit. Anderzijds kan het de natuurwaarden ook positief of negatief beïnvloeden. De uitdaging zit hem in het zoeken naar kansen waarbij aquacultuur en andere gebruiksfuncties zoals natuur, veiligheid en recreatie elkaar versterken om daar waar conflicten optreden samen te zoeken naar oplossingen.

    De Deltawerken brachten weliswaar veiligheid, maar daarmee verdween ook een groot deel van een zeer waardevol estuarien ecosysteem. Het oorspronkelijk stelsel van estuaria veranderde in een serie van elkaar gescheiden waterbekkens. Zoet en zout water zijn in de huidige situatie grotendeels gescheiden. Alleen de Westerschelde behield het karakter van een estuarium. Voorliggende rapportage geeft inzicht in de ecologische potenties van verschillende ontwikkelingsvarianten voor de Zuidwestelijke Delta (ZW Delta) als geheel en voor de verschillende waterbekkens binnen de ZW Delta. Hierbij gaat het om de ecologische potenties binnen de buitendijkse gebieden. In een eerdere studie, (IMARES, 2013), is een ecologische indeling ontwikkeld van systeem- en habitattypen die gebruikt kan worden om de verschillende ontwikkelvarianten op een gestandaardiseerde manier met elkaar te vergelijken. Voorliggende studie betreft de vervolgstap waarin een analyse is uitgevoerd naar het potentieel voorkomen van habitats en daarbij horende levensgemeenschappen in de verschillende ontwikkelvarianten

    De stromingen in de Ooster-en Westerschelde zorgen lokaal voor erosie van oevers en geulwanden. Om dat proces tegen te gaan worden, op die locaties waar deze erosie de stabiliteit van de waterkering in gevaar brengt of de reeds bestaande oeverwerken ondermijnt, oevers beschermd door “bestortingen” uit te voeren. . In 2012 is geen volledige monitoring van alle locaties gepland, maar is besloten om op één locatie een vinger aan de pols te houden om de ontwikkeling van planten, dieren en metalen te kunnen blijven volgen. Het gaat hierbij om de locatie Zuidhoek - De Val / Zeelandbrug. Het doel van deze monitoring is het bepalen van de samenstelling en biodiversiteit van de aanwezige levensgemeenschappen op harde en zachte substraten, en de bepaling van de gehalten aan zware metalen in mosselen en oesters

    Het Nationaal Hydrologisch Instrumentarium (NHI) is een geïntegreerd landsdekkend grond- en oppervlaktewatermodel van Nederland. Het doel van het Nationaal Hyrologisch Instrumentarium is om hydrologische ondersteuning te bieden aan beleids- en operationele studies op landelijk (en zoveel mogelijk regionaal) niveau. Deze rapportage beschrijft de toetsing van NHI 3.0. De modelresultaten worden vergeleken met de criteria, die zijn opgesteld door RWS-STOWA en er wordt gekeken naar de toepasbaarheid voor de Deltamodel-Zoetwaterverkenning.

    In 2011 is een meerjarig merkprogramma opgezet voor haaien in de Zeeuwse kustwateren. Dit project is geïnitieerd door Sportvisserij Nederland en wordt uitgevoerd in samenwerking met Stichting Noordzee en IMARES, Wageningen UR . In eerste instantie was de focus op de gevlekte gladde haai, omdat die relatief veel wordt gevangen in de Zeeuwse Delta, maar in 2012 is de focus uitgebreid naar een breder spectrum aan soorten haaien en zijn ook roggen gemerkt . Het doel van dit onderzoek is tweeledig: 1) over de biologie van deze soorten is nog relatief weinig bekend en met merk - terugvangst experimenten wordt kennis verkregen over bijvoorbeeld de verspreiding en beweging van gevlekte gladde haaien en andere soorten; 2) daarnaast werd dit merkprogramma gekoppeld aan een voorlichting - en publiciteitscampagne om meer bewustwording te genereren over de status van de haaien en roggen (elasmobranchen) van de Noordzee

Het doel van deze studie is het opstellen van een gedeeld beeld van mogelijke ontwikkelingsrichtingen voor de ZW Delta. De varianten “Zoute Delta” (volledig open zeearmen) en “Zoete Delta” (afgedamde, zoete bekkens) geven een vergezicht voor de lange termijn. De ontwikkelingsvarianten adresseren in samenhang opgaven voor economische ontwikkeling, bescherming tegen overstromingen, zoetwatervoorziening en ecologische ontwikkeling binnen het ZW Delta.

In de Delta Alliance zijn nu tien delta’s uit Noord- en Zuid-Amerika, Afrika, Azië en Nederland verenigd, en een tiental andere Afrikaanse en Aziatische delta’s zoeken nog aansluiting. ‘Men wil weten hoe andere delta’s met problemen omgaan’, verklaart programmamanager Wim van Driel de belangstelling. In juni 2011 is de stichting Delta Alliance International opgericht om het geheel meer slagkracht te geven en de Delta Alliance als onafhankelijk netwerk te kunnen profileren.

Per kijkrichting komen aan de orde: de uitgangspunten, hoe de natuur in 2040 eruit ziet en op welk wijze gebruik wordt gemaakt van de zee.     Deze natuurverkenning voor de zoet-zoutovergangen in Nederland is onderdeel van de Natuurverkenning 2011, en heeft tot doel beleidsmakers een beeld te geven van de verschillende denkrichtingen waarmee ze beleid op kunnen stellen over hoe in de toekomst met zoet-zoutovergangen om te gaan. Er is uitgegaan van de huidige situatie, en van de problemen en kansen die in deze estuariene gebieden aanwezig zijn. Dit heeft geresulteerd in vier uitgewerkte kijkrichtingen, (vitale natuur, functionele natuur, beleefbare natuur en inpasbare natuur) waarin getracht is inzicht te geven in de manier waarop we de zoet-zoutovergangen in onze delta in 2040 zouden kunnen inrichten en gebruiken. Dit varieert van een situatie volledig gericht op het herstel en behoud van de natuur tot een situatie waarin er geen rekening wordt gehouden met de natuur. De estuaria kunnen hierbij intensiever gebruikt worden voor bijvoorbeeld vormen van aquacultuur, recreatie en visserij.

    In regions with saline groundwater, fresh water lenses may develop due to rainwater infiltration. The amount of fresh water that is available for e.g. agricultural crops depends on the thickness of the lens and the extent of mixing between fresh and saline water. In this paper, we consider the mixing of fresh water and upward moving saline ground water in low-lying deltaic areas. The parameters that dominate the flow and transport problem are investigated using dimensionless groups and scaled sensitivities. We characterize the numerically simulated thicknesses of the lens and of the mixing zone by spatial moments. Rayleigh number and mass flux ratio, which is the ratio of the salt water seepage and the precipitation, determine the thickness of the fresh water lens. The local thickness of the mixing zone is mainly influenced by the dispersive/diffusive groups and the mass flux ratio. In addition, convergence of streamlines towards an outflow boundary affects the thickness, particularly in the vicinity of this boundary. Analytical and numerical steady state solutions for lens thickness are compared, taking into account upward seepage, for the two cases with and without a density difference between lens and underlying groundwater. Agreement between the numerical and analytical solutions for the lens thickness is good except when the mass flux ratio becomes small. For zero mass flux ratio, it is implicitly assumed in the analytical solution that salt water is stagnant, and that is unrealistic. Relative contributions of longitudinal and transversal hydrodynamic dispersion and diffusion to the thickness of the mixing zone are quantified numerically for different phases of lens formation. Longitudinal dispersion dominates in the early stages of lens formation, while diffusion and transversal dispersion dominate at steady state

    Comprehensive report of the first international delta conference Deltas in Times of Climate Change in Rotterdam. The conference attracted over 1.150 participants from all over the world and from different backgrounds: science, policy and practice. The participants debated climate adaptation strategies for deltas and delta cities and exchanged knowledge, which was widely offered in more than 70 sessions. Many contacts between scientists, policy makers and practitioners were established, refreshed and deepened. Relations between delta cities in and outside Connecting Delta Cities (CDC) were strengthened and the Delta Alliance was launched.

    Dit rapport geeft een overzicht van tijdsreeksen van vis-, benthos- en zeezoogdiergegevens. Met statistische analyses is onderzocht of er significante trends zijn in de ontwikkeling van de verschillende soorten. Aan de hand van referentiewaarden is de natuurkwaliteit bepaald. De resultaten laten zien dat er reden tot bezorgdheid is. Veel soorten laten een negatieve trend zien, een afname in de tijd. Vooral in de Waddenzee is voor een groot deel van de onderzochte soorten het beeld negatief. Het berekenen van de natuurkwaliteit gaf een aantal complicaties. Vooral voor vissen en benthos (schelpdieren) was het niet mogelijk om een goede historische referentie te vinden. Daarom is als referentie het gemiddelde van de eerste drie jaar van de meetreeks genomen. Omdat de tijdsreeksen verschillen in begintijd zijn de referentiewaarden niet allemaal gebaseerd op dezelfde periode. Uit de combinatie van trends en kwaliteit blijkt dat het met een groot aantal soorten niet goed gaat. Voor sommige soorten waarmee het in relatie tot referentiewaarden disproportioneel goed gaat, kan klimaatverandering een rol spelen. Voor de Waddenzee zijn er maar zeer weinig soorten die het goed doen.     In de Voordelta, de Oosterschelde en de Westerschelde zijn sinds een tiental jaren enkele gebieden gesloten voor schelpdier- en/of bodemberoerende visserij. Deze sluitingen zijn bedoeld om de bodem en de bodemdieren te beschermen. Wageningen IMARES onderzocht of deze sluitingen ook het gewenste effect hebben gehad. In één gebied is het effect op de natuurwaarden inderdaad positief; voor andere gebieden is het niet mogelijk eenduidige conclusies te trekken.

    Most lowland stream drainage-basins have a high population density and the land use is very intensive. The permeable subsoil acts as an integrating medium, thus providing a widespread dispersal of leached nutrients and transmission of water-table lowering. This leads to eutrophication and desiccation of stream ecosystems. For providing suggestions with respect to cost-effective and sustainable spatial planning solutions, the `Waterwise¿ bioeconomic model has been developed. It combines the accuracy of simulation models with the versatility of optimization techniques to generate land-use patterns along with the appropriate water management, taking into account the preferences of stakeholders with respect to peak discharges, nutrient loading on groundwater and surface water, the biological value of nature areas, and the revenue from agriculture. Computational experiments with the model show, for instance, that a certain goal for the nitrogen load on surface water can be reached at a 40% lower cost if the measures are `tailored¿ to the region instead of using generic-style measures towards the same end.

    Hollandser kan je het niet krijgen: een groene streep, het profiel van een fietser en het bijzondere licht erachter. Die fietser past in onze delta, want fietsen loont in een gebied zonder bergen. Dat groen past ook, want dijken zijn nu eenmaal van klei. Klei maakt de dijk waterdicht en het gras groeit er goed op. Dat gras is er ook niet voor niets. De wortels ervan houden de klei bij elkaar, ook als het water er overheen spoelt. Tot slot, het licht en de luchten, zij horen bij een delta: de horizon ligt er laag en het vele water weerkaatst de zon tegen de onderkant van de wolken. Een mooi en sluitend beeld van ons lage land. Maar waarom zijn onze dijken zo steil, zo hoog en smal?

    Coastal and estuarine habitats are important and nowadays sensitive systems. Dykes have been built to harvest land from the sea, cities and ports were developed, sea-arms were dammed and beaches and dunes "flooded" with recreants. As a result, coastal birds that depend on temporary natural islands and sand and shell banks for their breeding colonies now suffer from a lack of breeding grounds. Harbours and port areas often include newly developed terrains which offer suitable areas for breeding and are relatively undisturbed by recreants.

    Bij calamiteiten op zee kan vrijkomende olie leiden tot ernstige ecologische effecten. Het onderzoek, in opdracht van Rijkswaterstaat, had tot doel om methoden te ontwerpen voor het maken van ecologische kwetsbaarheidskaarten van de Nederlandse mariene gebieden. Het ontwikkelde kaartensysteem kent meerdere lagen. Niveau 3 bestaat uit ecologische basisinformatie in kaartvorm. Niveau 2 betreft tot kwetsbaarheidskaarten geaggregeerde informatie van Niveau 3. Hierbij worden vijf klassen van kwetsbaarheid onderscheiden. Niveau 1 bestaat uit kaarten waarin alle informatie van Niveau 2 geclusterd is. Per grid cel of per polygoon wordt de hoogste kwetsbaarheidsklasse van de onderliggende Niveau 2 lagen getoond. De kaarten van Niveau 1 zijn bedoeld voor gebruik door de calamiteitenbestrijders gedurende de eerste uren na de melding van een incident.     This thesis presents the application and comparison of three land-use planning (LUP) approaches in the coastal area of the Mekong Delta,Vietnam. The land use of the studied area is diverse, quickly shifting and strongly contrasting. The contrast is not only in terms of resources but also in economic profitability and environmental sustainability. The selected LUP approaches represent various levels of complexity and computation intensity, they range from empirical and qualitative to mechanistic and quantitative. A participatory LUP (PLUP) methodology, the guidelines for LUP by FAO enhanced with multi-criteria evaluation (FAO-MCE) and the land-use planning and analysis system (LUPAS) using interactive multiple-goal linear programming were selected. In order to compare them, they were applied with the same planning goal, in the same study area and for the same year (2004). The resulting land use plans were compared on their credibility and acceptability. The credibility is defined as the technical and scientific appropriateness of the approach, and the acceptability is defined as the perception of the stakeholders of its practical value. The LUPAS land use plan was most appreciated bystakeholders,it was also the most expensive method. The PLUP land use plan, which isdisagreedstrongest by the scientists, agrees best with the actual land use in 2004. In the dynamic and contrasting land-use systems of the coastal Mekong Delta, PLUP seems to be the most suitable approach for short-term advice, but for longer-term planning a combination of methods will probably work best.

    Flood forests have a special place in the Inner Niger Delta, Mali. They have a great economic value for the local populations, and are hotspots of biodiversity in the delta. This report reviews the status of all flood forests in the Inner Niger Delta, Mali, that are presently known, or have been known to exist in the past. In total, the status of 39 sites has been evaluated. Of the remaining 37 sites, 8 have been totally lost and cleared, while 22 have been severely degraded, losing their function for colonial waterbirds. This leaves 7 forests in a more or less healthy state some of which host very large mixed colonies of waterbirds. Of the severely degraded forests, 8 are included in restoration projects by Wetlands International and IUCN. Of these 8, two still hold small numbers of breeding birds, which means that are forests which have breeding birds and can be considered future nuclei if they are further developed. Based on this, and on a judgement on the other forests, a strategic plan has been developed for the restoration of a functional network of flood forests in the delta.

    Chemical and biological monitoring was carried out for 5 years following pilot remediations at two locations in the Rhine-Meuse delta. The remediations consisted of partial excavation of the contaminated sediments, followed by applying a clean layer of sandy material on top. After the remediation, a new silty sediment top layer was formed exhibiting a lower toxicity in five sediment/sediment pore water bioassays. Compared to the unremediated sites, lower metal and PAH concentrations were found at the remediated sites, but in one location at the same time elevated HCH, PCB and HCB levels were recorded. One year after the remediation, the differences became smaller, although effects-based classification showed that the remediated site showed a higher quality up to the last year. In both remediated sites a rapid recolonization of nematodes, oligochaetes and chironomids was observed, while the recolonization by bivalves was slower. A few years after the remediation the differences decrease.

    In order to identify the cause of toxicity in sediments and suspended matter, a large number of samples with different degrees of contamination was taken at various locations in The Netherlands. Standard acute bioassays were carried out with the bacterium Vibrio fischeri, the rotifer Brachionus calyciflorus and the anostracan Thamnocephalus platyurus. Chronic standard tests were performed using the water flea Daphnia magna and larvae of the midge Chironomus riparius. Some novel bioassays were performed as well. Most toxic effects observed in standard bioassays with sediments from polluted sediments (class 3 and 4 on a scale of 0¿4 according to the Dutch criteria) could be partly explained by toxic concentrations of known persistent priority pollutants, mainly heavy metals and occasionally polycyclic aromatic hydrocarbons. In some of the samples, ammonia toxicity was a confounding factor during testing. Suspended matter from the Meuse river at Eijsden, which may be considered as `new' sediment (pollution class 2), was moderately to highly toxic in almost all bioassays. This could have been associated with a combination of heavy metals, PAHs and ammonia. At two locations from the Lake IJssel area with no apparent persistent pollution, moderate and strong effects were nonetheless observed in invertebrate tests. This might have been due to agricultural run-off of pesticides, which are not routinely measured in sediments. A few effects on V. fischeri in canals and a small stream could not be explained with standard chemical analysis, but seemed associated with the outlets of sewage water treatment plants and industrial effluents. Additional chemical analysis of pore water samples from five selected sediments yielded more identified substances such as phtalates, decanes, cosanes and fragrances, but it was estimated that their contribution to the effects observed on V. fischeri, D. magna and C. riparius was negligible.

    Dit rapport geeft van een analyse van negentiende-eeuws kaartmateriaal van drie riviertrajecten langs de Maas en de benedenrivieren gericht op een beschrijving van de historische ecotopen en de geomorfologische processen. Voor het Haringvliet en Hollandsch Diep zijn aparte historische referenties bepaald. Verschillen werden gevonden in het voorkomen van brede intergetijdenzones met biezengorzen en vloedbossen/grienden langs de oevers van het Hollandsch Diep, en zandplaten en rietgorzen in de intergetijdenzone van het Haringvliet. De Roerdalslenkmaas en Grensmaas werden gedomineerd door akkers en grasland. Overeenkomsten tussen de riviertrajecten werden gevonden in het aandeel oeverwalecotopen, moerassig grasland, moerassig ooibos, strangen en het voorkomen van steiloevers. Langs de Grensmaas kwam procentueel twee maal zo veel ooibos voor als in de noordelijke Roerdalslenk. In een overzichtstabel is de kansrijkdom van processen in de historische situatie voor negen riviertrajecten samengevat.

    Slib is een belangrijke parameter in het ecosysteem van kust en zee. Door menselijke activiteiten zoals kustbescherming, ingrepen in rivieren, aanleg van eilanden en havens, openhouden van geulen, en zandwinning wordt de slibhuishouding beonvloed. Ditkan positieve en negatieve effecten op het bestaande ecosysteem hebben. Het is onduidelijk wanneer van negatieve of positieve effecten gesproken kan worden. Ook is onduidelijk in hoeverre slib bepalend is voor het voorkomen van organismen, of dat factoren zoals golfwerking en stroming zowel het voorkomen van organismen als sedimentkarakteristieken zoals slibgehalte bepalen. Daarom werd een studie uitgevoerd waarin op basis van literatuur en ervaringen van specialisten uitgezocht werd wat de ecologische rol van slib is.
    Evaluation of bioassays versus contaminant concentrations in explaining the macroinvertebrate community structure in the Rhine-Meuse delta, the Netherlands

    It is often assumed that bioassays are better descriptors of sediment toxicity than toxicant concentrations and that ecological factors are more important than toxicants in structuring macroinvertebrate communities. In the period 1992 to 1995, data were collected in the enclosed Rhine-Meuse delta, The Netherlands, on macroinvertebrates, sediment toxicity, sediment contaminant concentrations, and ecological factors. The effect of various groups of pollutants (polycyclic aromatic hydrocarbons, trace metals, oil, polychlorinated biphenyls) and of ecological variables on the structure of the macroinvertebrate community were quantified, Ecological factors explained 17.3␘f the macroinvertebrate variation, while contaminants explained 13.8ÐAnother 14.7 as explained by the covariation between ecological variables and contaminants. Polycyclic aromatic hydrocarbons explained a larger part of the variation than trace metals. The contributions of oil and polychlorinated biphenyls were small but significant. Elevated contaminant concentrations were significantly associated with differences in the macroinvertebrate food web structure. The response in bioassays (Vibrio fischeri, Daphnia magna, Chironomus riparius) was susceptible to certain contaminants but also to certain ecological factors. There was a weak correlation between in situ species composition and bioassays; 1.9␘f in situ macroinvertebrate variation was explained by the bioassay responses. This seems to contradict the validity of using bioassays for a system-oriented risk assessment. Possible reasons for this discrepancy might be the manipulations of the sediment before the test and a higher pollutant tolerance of the in situ macroinvertebrates. Thus, macroinvertebrate field surveys and laboratory bioassays yield different types of information on ecotoxicological effects, and both are recommended in sediment risk assessment procedures.

    Observational and numerical modelling studies of the hydrodynamics, sediment transport, and light extinction were undertaken in the marine environment around Cape Bolinao in the Lingayen Gulf (Northwest Philippines). Abundant with ecologically important seagrasses and benthic organisms, Cape Bolinao is presently threatened with siltation and eutrophication problems. For this reason intensive field measurements of relevant enviromnental variables which include currents, tides, temperature, salinity, total suspended solids (TSS), ash-free dry weight (AFDW), sedimentation flux, grain size distribution and organic content of bottom sediments, gilvin absorption, phytoplankton concentration, and light extinction were executed from August 1993 to June 1995. Laboratory experiments were simultaneously undertaken to determine the sedimentation and light extinction characteristics of various sediment fractions. Using time series and regression analyses, the results were analyzed and presented. A set of numerical models were developed and applied in the area around Cape Bolinao and the Lingayen Gulf. A prognostic model for the hydrodynamics, driven by realistic wind and tide forces, was developed independently for the cape (fine-resolution model) and the gulf (coarse resolution model). An operational open boundary condition based on the method of wave propagation is discussed. The hydrodynamical predictions were used, in conjunction with a diagnostic surface wave model, to force the suspended sediment transport model. The transport model, which is based on the time-dependent advection-diffusion equation, is third order accurate in space and time. For a realistic description of the suspended sediment transport process in Cape Bolinao, resuspension and sedimentation fluxes were included in the numerical model using existing parameterizations. The predicted suspended sediment concentrations were used in a diagnostic model for light extinction. This later model is based on the assumption that the contributions of the optically active components to the attenuation of the photosynthetically available radiation (PAR) are linearly additive. Calibration of the numerical models using field observations produced a set of parameter values which is deemed representative for the area of investigation. Using these parameter values, the overall model predictions were in good agreement with field observations. Finally, using the integrated model, the impact of river sediment loads (treated as a conservative tracer) in the Bolinao reef system was quantified.

    Sulfate reduction and sulfide accumulation were examined in fine-grained sediments from rapidly accreting abandoned channels and mussel culture areas in the Eastern Scheldt, which covered 4 and 5% of the total surface area, respectively. Reduction rates were measured in batch experiments in which the SO4 2– depletion was measured during anoxic incubation. The reduction rates in summer varied between 14–68 mmol SO4 2– m–2 day–1 and were related to the sedimentation rate. In the most rapidly accreting channels, SO4 2– was exhausted below 15–50 cm and methanogenesis became the terminal process of organic carbon oxidation One-dimensional modelling of sulfate profiles in mussel banks indicated that the subsurface influx of SO4 2– was almost of the same order as the diffusive flux at the sediment-seawater interface, during the initial stages of the mussel bank accretion. The energy dissipation of waves and tidal currents on the mussel bank surface increased the apparent sediment diffusivity up to 3-fold, especially in the winter The results indicate that acid volatile sulfide (AVS) was the major, in-situ reduced, sulfur compound in the sediment. The sulfidation of easily extractable iron was nearly complete. Pyrite concentrations (40–80 M S cm–3) were as high as the AVS concentrations, but there was apparently no in-situ transformation of AVS into pyrite.     Pore water composition, pyrite distribution and pyrite crystal morphology of sediments from salt marshes in the Eastern Scheldt, southwestern Netherlands, were examined from July 1984 to October 1986. Hydrology and marsh vegetation were the chief determinants of pyrite accumulation. In the bare sediments of pans in the low marsh, highly reducing conditions prevailed just below the surface. At these sites, practically all the incoming detrital pyrite (0.5–1% FeS2) was preserved. The in-situ formation of pyrites was negligible in these anoxic sediments. All incoming detrital pyrite was oxidized in the surface layers (0–10 cm) of the medium-high marsh overgrown withSpartina anglica. Pyrite was formed at a rate of 2.6–3.8 mol S-FeS2m–2yr–1 in a narrow range of depths (15–20cm), at the interface of the oxidizing and underlying reducing sediment. At this interface the concentration profiles of Fe2 and dissolved S intersected. The role of the rhizosphere is discussed in connection with pyrite formation. No further pyrite formation occurred deeper in the sediment. This resulted in the build up of high concentrations of dissolved S and acid volatile sulfides (AVS). The decrease with depth in oxalate-extractable Fe indicated that most of the iron oxyhydroxides (70–80%) had been transformed to pyrite. Another 10–20% of oxalate-extractable Fe was present as AVS. The abundance of framboidal pyrite particles and the high concentrations of AVS and dissolved S indicated that the formation of pyrite occurred via iron monosulfide intermediates There was a linear relationship between the organic carbon and the S-FeS2 content in theSpartina overgrown reducing sediment. The mean C/S ratio was 4.2.

    The results were discussed of an ecological study of salt marsh vegetation along the estuaries of the rivers Scheldt, Meuse and Rhine (incl. the Eastern Scheldt) as a part of European halophytic vegetation.

    Communities were classified by the Swiss-French system of Braun Blanquet. Special attention was devoted to a cybernetic approach to the vegetation and its habitat as accomplished in space and time.

    Environmental aspects considered included the stable borders between the Arctic, Atlantic, Continental and Mediterranean climatic types along the West European coast, the ecological significance of tides, the origin of mud flats and salt marshes, physical and chemical properties of the soil and their relation to sedimentation, and biotic factors. choice between intraregional and interregional classification could be based only on floristic relationships. Existing, mostly regional systems could be combined into a single classification scheme for the whole European halophytic vegetation.

    Finally West European salt marsh communities, including tidal drift communities, were described, especially those of the south-west Netherlands.

    This paper deals with the hydrological properties of deltaic sediments. A detailed study was made of the geological history of part of the delta plain of the Rhine and Meuse. Such hydrological properties as thickness of aquifers and semi-permeable layers, transmissibility of the aquifers were determined.

    A description was given of the geology, topography, vegetation, climate and other characteristics of the Barito watershed in Borneo with a classification of soils and agricultural regions. For the lowlands and swamps wet rice cultivation was used as a criterion. Details were given of rice growing and its adaptation to the specific conditions of these lowlands and swamps, some of which were tidal.

    An analysis was given of the population, its composition, origin and social and economic characteristics, the relation of agricultural and cultural phases of the population, and the function and working of the agricultural advisory service. This service succeeded in restoring local institutions to organize provisional water boards and encourage wet rice cultivation. The advisory service also promoted rural handicrafts.

    More local participation was needed from the beginning in all development efforts, such as reclamation, irrigation and drainage projects, to develop self reliance and initiative. There were great opportunities for rural development even on lands earlier classified unsuitable for commercial agriculture. A soil survey of the main agricultural regions was urgently needed. 3 maps were added.
