    The European Commission proposed the opportunity for individual EU Member States to restrict or prohibit the use of GMOs in food or feed on their territory (a national ‘opt-out’). The economic impact on individual sectors of the feed and food chain (the vegetable oil and meal industry, trade, animal feed industry, livestock sector) of a possible opt-out policy for soy by individual Member States has been assessed by LEI Wageningen UR.
    A single scenario was defined in which the four countries France, Germany, Poland and Hungary choose an ‘opt-out’ policy for soy. Consequences of this switch to non-GM soy and substitutes were assessed both quantitatively and qualitatively for feed prices, for production costs for animal production, for crushing industry and for trade, with a focus on the medium term

    Het scheelde niet veel of de wolf was verdwenen uit Polen. Een door de overheid gestarte uitroeiingscampagne had tot gevolg dat er in 1975 nog slechts 250 wolven in het land leefden. Sindsdien is het aantal wolven weer gestaag toegenomen. De huidige populatie wordt geschat op 950-1000 dieren. Wettelijke bescherming lijkt de belangrijkste oorzaak van deze groei. En een toenemend besef onder de bevolking dat de wolf een belangrijke rol speelt in het ecosysteem. ‘Poolse’ wolven bewegen zich ook in Rusland, Litouwen, Wit-Rusland, Oekraïne, Duitsland en Slowakije. Jacht – legaal of illegaal – en sterfte in het verkeer in deze landen hebben een negatief effect op de groei en overleving van de populaties in Polen.

    Energy efficiency is the goal of efforts to reduce the amount of energy required to provide products and services. The general term "energy efficiency", when applied to agriculture, reflects changes in technology, governmental and EC policies – including the Common Agricultural Policy, climate change on a broad scale and local weather patterns, and farming management practices. There is not a single measure to describe, ensure, or improve energy efficiency. Instead, in the energy balance for a given production process, a variety of indicators may serve and support energy efficiency analysis. The results of this study are based on the specific input of primary energy per cultivation area (GJ ha-1) and on the specific input of primary energy per ton of agricultural product (GJ t-1). All the measures that are suitable to reduce the specific energy input, will improve energy efficiency (the energy efficiency measures). Improving energy efficiency of agricultural production contributes directly to the reduction of greenhouse gas (GHG) emissions, particularly carbon dioxide.

The key principles are: (1) to establish a policy monitoring for rural development on the basis of a landscape functions; (2) introduce new spatial planning instruments to support Polycentric Regions and Vital Bridges; and (3) develop new forms of governance involving local and regional authorities, people and decision-makers.

    The main aim of the study was to get insight into consumers' perception towards dried fruit and products with them, thus the exploratory study designed as a group discussion took place. While group discussions association (as one of the projective technique) and Kelly repertory grid were used to make the discussions more creative and lively. The discussions were held in Poland and in the Netherlands. It was found that Polish consumers perceive dried fruits mainly as convenient product while according to Dutch consumers dried fruit are old - fashioned. If it comes to the products with dried fruits, Polish consumers seem appreciate the presence of fruits in the product as the source of better taste and diversity. Both Polish and Dutch consumers seem pay attention to the nutritional value of the products but they are not convinced whether information on the package is true

    Multinational enterprises often seem to be on a ‘roller coaster’ when managing their operations in transition economies, especially because of the volatile business and political environment. The study analyses the subtle equilibrium between formal control and day-to-day coordination in the Headquarters-Subsidiary (HQ-S) relationship of more than 70 subsidiaries of large multinational companies in Poland, taking the cultural differences between the headquarters and subsidiary country into account. It is concluded that in the best performing multinationals, strategic and operational control mechanisms are tightly organised, building a platform on which intensive coordination and attuning occurs to deal with the day-to-day management challenges. Interestingly, also for entering new markets, a prospector strategy focusing on innovation shows better results than copying of competitors. However, it also reveals that there is no simple and uniform recipe for managing subsidiaries. The road from governance to performance is not a one-way street, creating flexibility and learning capabilities at the subsidiary level clearly contribute to the success of international operations.

    This thesis analyzes the transition of an economic sector, from a socialist system to a market economy. By using microeconomic theory, available data and elaborated econometric methods, the thesis shows that this joint effort leads to sensible results. The first part deals with sectoral economic analysis for Central Eastern European Countries (CEECs) that signed agreement for the European Union (EU) accession in 1998. The second part is focused on two countries (Poland and Hungary) and the dairy sector. Analytical methods used are: stochastic frontier, distance function, profit function, and Markov chain. The data were sourced from Eurostat, FAO, OECD and national statistical offices. The observations related to the former socialist regime were discarded removing the possibility of relying on traditional estimation techniques. Easier applicability was exchanged for more relevance. Maximum Entropy, which is a non-conventional estimation technique suitable for dealing with "ill-posed", and/or "ill-conditioned" problems, was largely used. By reconciling sample information and non-sample information in a rigorous and transparent manner this thesis sought to make the best estimates possible from the available information. Results of the first part indicate that despite the decrease in output, total factor productivity growth rates were positive across all CEECs analysed during the post socialist period. Countries which during the socialist regime were characterised by large-scale operators were more technologically efficient compared with the other countries analysed. This supports the view that large-scale farming performs better than small-scale farming in the period following transition when there were missing markets and uncertain economic conditions. The agricultural output mix was largely influenced by transition. Results indicate that it is going to be difficult to increase chicken meat getting rid of the other agricultural products. Adjustment costs were greater and increasing over time for Hungary as compared to Poland. The mode! detected overspecialization for sugar beet production. In the second half of the 1990s the degree of complementarity and substitutability is increased.

    Second the thesis analyzed the primary dairy production of Hungary and Poland modelling their dairy and beef supplies as well as their dairy farm structures. The developed supply model showed an original and empirically based way for satisfying theoretical consistency as well as plausibility. Final supply elasticities estimates were not so different from those found for EU-15 countries in the pre-quota period. This confirms that dairy operations rely on a similar production technology and that the calibrated elasticities used in the literature are not far from reality. The dairy farm size projections showed that the number of dairy farms will continue to decline in the coming decade, although with an increase in the number of farms of medium and large size. The exit from the sector of the subsistence dairy farms is predicted to proceed more slowly in Poland than in Hungary. The findings suggest a convergence to a dairy farm structure similar to the one encountered in the former EU-15 members with a predominance of medium size farms. The degree of convergence will largely depend on the mediating role of a we!l-defmed and functioning land market.

    A central feature of the European Water Framework Directive are the reference conditions. The ecological quality status is determined by calculating the distance between the present situation and the reference conditions. To describe reference conditions the natural variation of biota in pristine water bodies should be measured. Because pristine water bodies are not present in the Netherlands anymore, water bodies (springs, streams, rivers and oxbow lakes) in central Poland were investigated. Macrophytes and macroinvertebrates were sampled and environmental variables were measured. The water bodies appeared to have a high biodiversity and a good ecological quality. They contain a high number of rare macroinvertebrate species. There are only few species that can not occur in the Netherlands, but their abundances were low. The Polish water bodies are suitable to describe reference conditions for similar Dutch water types. The data resulting from this project can be used to update the descriptions of reference conditions in the `Handboek Natuurdoeltypen¿or to develop the descriptions for the Water Framework Directive types.

    Hydrological model of the Lower Biebrza Basin; using the model as a management tool

    The main objective of the research is the setup of a groundwater model which can be used for predicting consequences of different land use management options. The constructed Lower Biebrza model is based on the SIMGRO model (SIMulation of GROundwater and surface water levels), a distributed physically-based model that simulates groundwater flow and surface water levels. Two different scenarios were modeled. The first scenario considered the natural vegetation succession of the peatlands as a serious threat. The second scenario considers a man-made approach, and was designed to check which changes in groundwater levels could be expected by blocking the existing drainage system on the Biebrza riverbanks. The study shows that, with regard to the impact on wetland conditions, the first scenario leads to negative changes in simulated groundwater levels while the second scenario leads to positive changes. The research clearly showed that an integrated hydrological approach, by using forecasting methodology, gives results that can be used in the evaluation of water management options. These results can also be the basis of a more comprehensive and profound study that takes into account other factors such as constraints and costs of the different measures and public participation in managing the area

    Het vasthouden en bergen van water wordt heel vaak genoemd als een maatregel tegen overstroming, hoewel hieraan veel haken en ogen zitten. Kan vasthouden werkelijk een bijdrage leveren aan het bestrijden van hoogwater? Om hierover van mening te kunnen wisselen ging de NVA- werkgroep Twinning Polen samen met de Poolse zusterorganisatie SITWM de discussie aan. De algemene conclusie is, dat stuurbare retentie een efficiënt middel tegen hoogwater kan zijn èn de meer natuurlijke vormen van kleine retentie zeer gunstig voor verschillende doeleinden kunnen zijn, maar niet erg effectief als bescherming tegen overstromingen van grotere rivieren

    Ecohydrological system analysis of the Lower Biebrza basin

    The Biebrza National Park, situated in north-east Poland, is a unique environment of wetland with very well developed zones of peat ecosystems. At present the wetlands are threatened by numerous factors associated with human activity (drainage, ceasing of mowing) as well as natural succession. Understanding the hydrology gives a proper basis for nature management in the area. The physically-based groundwater and surface water model SIMGRO was used to gain insight in the regional ground-water flow. Using these results, flow lines were calculated, giving information on the sources of water flows to the different ecosystem types in the river basin. Major sources of water are from the glacial plateau, the river water system as water flowing to the Biebrza river and a local system in the flood plains of the Biebrza valley. All this information is important for preserving suitable hydrological conditions for the various wetland types.

    This volume contains background papers that contributed to discussions between Polish and Dutch agricultural policy makers, held in Warsaw (16-17 July, 2002) and in The Hague (26-27 September, 2002). These meetings took place in the context of the Utrecht Conference in which bilateral meetings on various policy issues are organised. The papers give insights in the agricultural and rural development in both countries and point at the main problems at stake. Further, the contributions discuss the past and present agricultural and rural policies and show to what extent these policies help(ed) to tackle the major problems of the agricultural sector and rural areas. Discussions took place on various issues such as farm retirement and direct payment schemes, competitiveness of the sector and the future developments of the Common Agricultural Policy in an enlarged European Union.

    The acute succession problem justifies an opportunistic use of all suitable methods on the short-term (10 years). The ban on winter burning should be (temporally) lifted. The mown area should be enlarged by activating volunteers, raising budgets and funds for mowing of BNP-owned peatlands and by using peat harvesters. BNP and farmers should co-operate to raise funds and conclude Management Agreements for livestock farming on private and BNP-owned peatland. Agreements should include the use of Biebrza hay and litter. In the longer term (>10 years) extensive grazing seems the most promising tool. It may be implemented as traditional dairy farming, ranching of beef cattle, horses or (semi-) wild herbivores or as Wilderness. Suitability and feasibility may differ between the three basins. The entry of Poland to the EU will affect the feasibility of the strategies

    Extensive livestock farming, including hay making, seems the most feasible management strategy for open peatland. In the longer term, wilderness grazing may become more feasible. The loss of economic viability of traditional livestock farming and related haymaking may be reversed by innovation of new marketable 'Biebrza' products, 'green services', e.g. eco- and agro-tourism, and by financial subventions by the EU and the Polish Government. Large scale mechanical harvesting of hay and litter is very costly, unless the harvested hay can be marketed. The feasibility of New Wilderness, especially complemented Wilderness, may increase in the longer term. The BNP offers excellent perspectives for a growing role of wild herbivores and natural processes. An eventual step-by-step transition may pass through stages with increased densities of elk, red deer, and wild boar, (semi-) feralisation of Konik ponies, re-introduction of European Bison and finally (semi-) feralisation of cattle. New Wilderness in an enlarged 'Greater Biebrza Ecosystem' will create a unique, complete ecosystem in Europe, with large economic potentials

    The suitability of grazing, burning, mowing and cutting as tools for succession control in peatland was assessed and expressed on a scale from 0 - 1. All management tools are suitable, but their effects are conditional. The suitability depends on the targeted vegetation transition and on their intensity and timing. Maintenance and restoration of short vegetation requires an annual or short cyclic (2-5 years) removal of the major portion of the aboveground annual production during the growing season. Grazers, Intermediate Feeders, Browsers and mechanical removal (including burning) fulfil a complementary role. Taking a suitability value of >0.66 as criterion, a complete herbivore assemblage at saturation density might realise all objectives, except regression from Alder to short vegetation. This requires cutting. Lacking herbivory may be substituted by removal by man or by fire. Suppression of invading shrub by winter burning requires sufficient inflammable biomass. Winter burning cannot substitute the effects of summer grazing on tall sedges and Reed. Burning in late winter may damage early shoots of sedges and Bush grass

    The biodiversity of low-productive pastures and hayfields is threatened across Europe by intensified land use and abandonment. The question is whether and how Extensive Farming can be maintained or restored, or whether conservation management should shift to New Wilderness. Suitability and feasibility of both strategies differ and depend on local conditions. The aim of the workshop was to discuss and clarify the strategic management dilemma for peatlands by taking the Biebrza National Park (BNP) in N.E.Poland as a case study. The BNP authorities are facing a tremendous and difficult problem to stop and reverse succession on 20.000 ha abandoned fen peat. Questions addressed during the workshop were 'Which extensive farming methods (grazing, mowing, cutting, and burning) are suitable for BNP-peatlands in view of the management objectives? Which methods are most feasible in view of the actual and future socio-economical environment of the BNP? Which management recommendation and research recommendations can be given to the BNP authorities?

    The Biebrza National Park in Poland is one of the most precious wetland areas in Europe. It was established in 1993 and designated Ramsar site in 1995. Despite its protection status, the open wetland landscape is currently being threatened by the encroachment of shrubs and trees, assumed to have a negative effect on biodiversity. The national park is looking for effective management strategies to halt this unwanted vegetation succession. Information is required on the current situation, the rate of scrub encroachment and the underlying causes, and more insight is needed into the different succession types, succession stages and phases (temporal aspects) and scrub expansion types (spatial aspects) in relation to site conditions. In the present project, the first step was made towards a scrub encroachment monitoring system based on remote sensing and GIS.
