    This paper explores the potential for documenting regional fields of surface energy fluxes over the Tibetan plateau using published algorithms and previously calibrated empirical formulae with data from NOAA-14 AVHRR and atmospheric data collected during the GAME-Tibet field experiment. Comparison with observations at three field sites suggests errors in the resulting estimates are less than 10% in the clear sky conditions necessary for application of this approach. Because of the need for clear skies, it was only possible to calculate the desired regional fields for one satellite scene during the 5 month study period. Maps of surface energy fluxes, and frequency analyses of these maps, are presented for this scene. The need for an alternative, moreconsistently applicable, satellite-based method to map surface energy fields is highlighted.

    Knowledge of evaporation on local scale is a prerequisite for the prediction of drought. The Surface Energy Balance System (SEBS) provides the means to do this. Input data of SEBS are satellite data and a limited set of ground measurements. By using the dual-looking viewing capabilities of the ATSR sensor on board the ERS-II it is possible to determine vegetation and soil temperature separately. These two temperatures can be used in SEBS - the dual source SEBS - in order to gain more insight into theevaporation process and to improve the physical basis of the algorithm. Testing and validation of single and dual source SEBS has been carried out with the use of existing data sets of the Netherlands and Spain. The algorithm sensitivity towards input variables is established. Air and surface temperatures and wind speed have a large impact on the results. Two input variables proof to be very hard or impossible to measure, i.e. the roughness length for momentum and the roughness length for heat transfer.The existing methods and models do not give satisfactory results. Validation is carried out with ground fluxes, measured by eddy devices and scintillometers.

    There is general agreement that terrestrial systems in the Northern Hemisphere provide a significant sink for atmospheric CO2; however, estimates of the magnitude and distribution of this sink vary greatly. National forest inventories provide strong, measuretment-based constraints on the magnitude of net forest carbon uptake. We brought together forest sector C budgets for Canada, the United States, Europe, Russia, and China that were derived from forest inventory information, allometric relationships, and supplementary data sets and models. Together, these suggest that northern forests and woodlands provided a total sink for 0.6-0.7 Pg of C per year (1 Pg = 10(15) g) during the early 1990s, consisting of 0.21 Pg C/yr in living biomass, 0.08 Pg C/yrin forest products, 0.15 Pg C/yr in dead wood, and 0.13 Pg C/yr in the forest floor and soil organic matter. Estimates of changes in soil C pools have improved but remain the least certain terms of the budgets. Over 80% of the estimated sink occurred in one-third of the forest area, in temperate regions affected by fire suppression, agricultural abandonment, and plantation forestry. Growth in boreal regions was offset by fire and other disturbances that vary considerably from year to year. Comparison with atmospheric inversions suggests significant land C sinks may occur outside the forest sector.
