In developing and emerging (D&E) countries, the large number of poor people, most of whom are female, earn a living based on small-scale self-employed units established in subsistence marketplaces in the large informal sector. With the recent rise of middle-classes in developing and emerging countries, micro-entrepreneurs, can potentially lift themselves out of poverty by seizing the opportunities provided by the new upcoming middle-class (UMC) customers. To exploit these opportunities micro-entrepreneurs have to make a step-change away from their current customers in subsistence marketplaces to create higher value propositions for UMC customers. As a strategic marketing decision, the step-change inherently comes with challenges in developing resources and capabilities required to cater to UMC customers. It hosts potential conflicts between informal- and formal-sector stakeholders as it requires both new resources and continued access to existing resources. The findings suggest that step-change is a three-step process consisting of three market entries, into, “passing-by customers”, UMC, and business markets. The value propositions associated with these markets are also hierarchical in terms of quality, quantity, consistency, and complexity. Although the processes within the steps (motivations, opportunity recognition, assessing the need of resources, resource accumulation and (re-)integration, value proposition, and market entry) have a similar structure, their content differs between steps. The findings also indicate that gender issues vary by step. Whereas, in step 1 and 3 gender differences are less remarkable, they are more pronounced in step 2, where women mainly use their relationships with individuals to access resources whereas men use both individuals and groups to access resources. The thesis suggests that to initiate and sustain step-changes, both female and male entrepreneurs have to invest in capability-building. |

All economic activity requires some degree of cooperation, and the process of economic development involves many social dilemmas. It is therefore crucial to understand how the preferences which guide our behavior vis-à-vis these situations are shaped. The ability and willingness to work for the benefit of the group rather than just one's own has evolved over many generations, and is – to some extent – innate to any healthy human being. At the same time, individual prosocial preferences are – also to a certain extent – endogenous to the physical and social environment within which we operate. This thesis identifies several ways in which environmental changes affect intrinsic prosocial preferences, and outlines a possible direction for fixing any such negative effects. In Chapter 1, I introduce the topic of prosocial preferences. I briefly describe how prosociality has been viewed over the course of scientific history, and summarize the current state of knowledge about the formation of social preferences. I further outline how extrinsic incentives can influence prosocial behavior without affecting the preferences which underpin it. Finally, the chapter contains an overview of the methodologies used throughout this thesis. In Chapter 2, I focus on an early formative factor of prosocial preferences—their fetal origins. I study how temperature shocks faced by pregnant women affect their children's later-life prosocial preferences. I find that exposure to higher than usual ambient temperatures during gestation reduces a child's probability of contribution to the public good, with the negative effect lasting into adulthood. Chapter 3 continues in the same vein as Chapter 2, looking at the fetal origins of prosocial preferences. In this chapter, I investigate how prenatal stress induced by random violence affects the preferences for cooperation among children born during an armed conflict. To do so, I exploit variations in the ratio of the lengths of the index and ring fingers—a marker of in utero hormone exposure negatively associated with high maternal distress during early fetal development. I show that prenatal stress reduces the probability that children contribute to the public good. In Chapter 4, I move away from the physical aspects of human environment, focusing instead on the social ones. I study the effects of a sudden introduction of a formal institution on individual cooperative behavior within informal arrangements. In particular, I look at how an NGO intervention which helped create a mutual health insurance affected cooperative behavior in a public goods game. I find that the introduction of formal insurance reduces contributions to the public good. This reduction in cooperation levels is, however, not due to the adopters of the formal insurance who may now have less need for informal reciprocal networks, and who therefore (partially) withdraw from them. It is instead the non-adopters who become less cooperative towards the adopters. To outline a possible direction for remedying the negative environmental effects on prosocial behavior described in the previous three chapters, I illustrate one of the ways in which prosocial behavior can be incentivized with a relatively simple and easily implementable policy. In Chapter 5, I evaluate the impact of introducing performance-based financial incentives on staff effort and, consequently, on allocative efficiency and output in healthcare provision. I show that in the case under investigation, financial incentives conditioned on output and worth roughly 5% of total expenditures increased staff effort to the extent that output rose by over 25%, without any detectable drop in the quality of the provided services. This not only shows the potential of incentive-compatible financing to improve the performance of underfunded healthcare systems in developing countries, but also that extrinsic motivation can be used to foster behavior which benefits the society rather than just the individual. Finally, I combine the main findings from the core chapters of the thesis in Chapter 6. I discuss their policy implications, and point out the some of the outstanding questions, outlining the directions for future research. |

This thesis contributes to a growing literature that explores relationships between social networks and innovation diffusion within a developing country context. Given this context, the networks of interest within this thesis are the offline interpersonal relationships between community members. Diffusion channels for new innovation are therefore limited to word-of-mouth communication, observation, and personal experience. Chapter 2 of this thesis analyses two policy tools in targeting these information gaps. The first is through social learning as part of a farmer extension program. The second combines social learning with experiential learning, reducing the cost to personal experimentation with subsidized improved input packages. Our results indicate that farmers who are exposed to both social learning and learning-by-doing more significantly impacts farmer productivity relative to those receiving no intervention and those exposed only to social learning. I interpret this result as an indication of learning-by-doing combined with social learning being a more effective strategy for facilitating adoption of technologies that have more heterogeneous returns to adoption. Chapter 3 of this thesis tests the difference in diffusion patterns that result by varying the network contact- point. Specifically, network contact-points are selected as being either the most central or least central individuals within the network. I find evidence that centrality affects the speed of distribution but does not affect the width of diffusion nor which individuals are participating within the diffusion process. Furthermore, large attenuation is observed throughout the diffusion process, which suggests the importance of selecting a sufficiently large set of lead community members for the spread of new technology. Chapter 4 combines a community-wide polling of network entry-points combined with detailed community network and socio-economic data. First we explore what attributes are prioritized by community members in nominating a resident farmer as an extension contact-point. Second, we use simulations to compare the diffusion spread of top-nominated individuals as network entry-points compared to entry-points that achieve maximal spread within diffusion simulations. We find that community members prioritize network connectedness, pro-social preferences, and socioeconomic indicators of gender, age, formal leadership, and education levels within their nomination decisions. Furthermore, receiving the top three most amount of nominations is found to be significantly correlated with selection as an optimal entry-point within the diffusion simulation. These results suggest that community-wide polling offers a less data-intensive opportunity to realize gains in diffusion warranted through network-based seeding. Chapter 5 explore whether an individual’s observed social preferences is correlated with an individual’s centrality within the network structure. Our results indicate that individuals with high centrality are more trusting and more trustworthy than individuals with lower centrality. Moreover, individuals with low centrality are treated worse in these interactions—people trust them less initially, and return less money to them. Within a group context, little evidence is found of more central individuals displaying more cooperative behavior. Instead, for group cooperation, when a single monitor can observe contribution decisions, the presence of a direct link and more mutual network connections with a monitor correlates to more cooperative behavior by that individual. Our results suggest that network centrality and pro-social preferences are related but more localized network ties are more strongly correlated with pro-sociality than overall network connectedness. |

One of the major challenges facing global society today is the provision of food, water, energy, healthcare and other resources & services in a world characterised by increasing population, mounting environmental stresses and rising inequality. There is a need for circular and resilient food systems which close material flow loops in the entire supply chain from farm ers to consumers and back. This should be done in a resource-efficient manner that includes all relevant actors. This position paper summarises insights by Hans van Meijl, Stijn Reinhard and Ruerd Ruben from Wageningen Economic Research into what has been dubbed the inclusive and sustainable economy. Therefore, five overarching challenges, five scoping issues, and five beneficial economic principles are discussed. In addition, the authors formulate five key insights regarding feasible policy strategies and attempt to contribute to the analysis of leverage points relevant to upscaling and to anchoring market innovations that sustain sustainable and inclusive agri-food systems.

Hoe populair het tegenwoordig ook is in de beleids- en onderzoekswereld om voorstander te zijn van de circulaire economie, de vorming ervan vereist een fundamentele omslag. Attentie mag er daarom zijn om de animo waarmee vandaag de dag de noodzaak van een circulair voedselsysteem wordt bepleit te verbinden aan de animo waarmee werk wordt gemaakt van de condities waaronder deze transitie kan gedijen.

This report provides a summary of issues raised in the four regional case studies: Scotland, South-West Netherlands, Saxony-Anhalt and Veneto. It examines the ways in which the bioeconomy has been defined in regional strategies and the ways in which those regional strategies have been initi-ated and implemented in the four regions. Each of the regions has a distinctive approach, specialis-ing around the particular assets and strengths of the region and its core stakeholders. Typically, re-gional strategies have been developed by regional government or by stakeholder groups sponsored by those governments, and hence the main objectives have been to promote economic development through the application of developments in the bioeconomy. A primary driver of strategy development has been the need to respond to the requirements of the EU smart specialisation strategies.

De Nederlandse overheid verwacht dat een grootschalige toepassing van biomassa nodig is om aan de emissiedoelstellingen te voldoen, maar de macro-economische effecten hiervan op de Nederlandse economie zijn onbekend. Deze studie onderzoekt de effecten van een bio-economie op zowel systeemals macro-economisch niveau en toont aan dat de bio-economie positief kan bijdragen aan de Nederlandse economie, het behalen van broeikasgasreductiedoelstellingen en aan het reduceren van de kosten van het terugdringen van broeikasgasemissies. Om deze effecten te realiseren zijn grootschalige technologische veranderingen en wereldwijde markten belangrijk, maar lage prijzen van fossiele energie leiden tot minder macro-economische voordelen. Om de positieve macro-economische effecten en CO2-reductie te realiseren is een stimuleringsbeleid noodzakelijk.

In dit onderzoek is de haven van Amsterdam nader onderzocht, zijn kansen voor de ontwikkeling van zowel biobased als circulaire economie in kaart gebracht en worden 17 acties benoemd voor het Havenbedrijf Amsterdam om deze kansen te kunnen verzilveren. De auteurs concluderen dat er grote kansen zijn voor de haven van Amsterdam om de transitie naar duurzame toepassingen in de biobased en circulaire economie door te zetten, met name voor biodiesel en -gas en bouwstenen voor de biochemie. Deze kansen blijken voorts uit de sterke knooppuntfunctie van de haven: er is reeds een aantal krachtige logistieke spelers aanwezig dat zich actief bezig houdt met de behandeling van biodiesel, maar vooral de reeds bestaande agrostromen hebben potentie voor toepassing in biobased routes. Tevens is een aantal logistieke spelers actief in schroot en andere vormen van recycling in de haven aanwezig—de schroothandel laat zien dat de circulaire economie zich steeds meer op een internationaal schaalniveau ontwikkelt waarbij de inzet van zeehavens onontbeerlijk is.

Within the framework of the eel recovery plan, restrictive measures have been in force in Dutch eel fisheries since 2009. Since 2011, Frisian inland fishers, associated through the Frisian association of inland fishers (Friese Bond van Binnenvissers), have been experimenting with fishing quotas for eel. This approach is also known as 'decentralised eel management' (decentraal aalbeheer). This quota is in lieu of the statutory eel fisheries system, which includes a three-month period in which no eel may be fished. This report will explore the economic development of Frisian inland fisheries since 2007, as well as the question whether fishing quotas are economically viable.

De publicatie is gebaseerd op expert judgement van de betrokken onderzoekers en niet op nieuw uitgevoerd onderzoek.

Om de regionale economie te revitaliseren worden in Noord-Nederland allerlei initiatieven genomen om producten, diensten en ketens te vergroenen. Biomassa is daarbij steeds de voornaamste grondstof. Dit speelt in het bijzonder in de chemische industrie rondom Delfzijl en Emmen en ook in de agri & food sector die van belang is voor het inwinnen van bestanddelen uit bestaande biomassastromen. In enkele gevallen zullen er zelfs speciaal geteelde gewassen geteeld worden. Biobased Economy is in de Veenkoloniën dan ook een strategische ontwikkelingsrichting voor de landbouw.

Local institutions and rural development: Evidence from Liberia This thesis focusses on the role of local (informal) institutions for development, based on data from Liberia. I show that dense family networks can be an obstacle for economic decision making, due to strict income sharing obligations that often belong to them. I also demonstrate the importance of local governance quality: corrupt village leaders negatively affect daily investment decisions by villagers. Finally, I evaluate the impact of a rural development project that aims to strengthen food security and social cohesion between villagers. The results indicate that the impact is marginal at most, and local institutions again do play a role. Institutions are difficult to change, as they are rooted in an historical context. However, policy makers could support the emergence of alternative institutions. Either way, a deeper understanding of the far-going impact of local institutions is important: this research contributes to that.

The implementation of the European bioeconomy occurs under the encouragement of entrepreneurs and political authorities, assisted by knowledge workers (R&D). The drivers are: (1) the search for alternative resources for fossil fuels; (2) the response to climate warming by becoming as CO2 neutral as possible; and (3) the industrial demand for new functionalities offered by biobased materials and chemicals. The bioeconomy could serve as an engine of economic growth in EU regions.

De vraag is wat er overblijft van de kracht van het agrocluster als bijvoorbeeld door regelgeving de primaire schakel belangrijk in omvang zou afnemen. Dit rapport poogt in opdracht van het ministerie van EZ op deze vraag een antwoord te geven.
