To close the knowledge gap described above, or better said in order to make a start to overcome this crucial lack of insight into (sub)population sizes, RWS commissioned the Bats_1 study as part of the Wind op Zee Ecological Programma (Wozep; in English: Wind at Sea Ecological Programme), a multi-annual research programme initiated in view of the realisation of new offshore wind farms under the SER agreement (2013). Aim of the Bat_1 desk study is to estimate the extent to which (sub)populations of Nathusius’ Pipistrelle and possibly other relevant bat species, expressed in terms of numbers of individuals, use migration routes across the southern North Sea (SNS)1. This information is of great importance to be able to make better estimates of what the Potential Biological Removal (PBR) values are of Nathusius’ Pipistrelle and possibly other bat species, knowing that these values depend on the size of the (sub)populations to be considered.

This study, as part of the Wozep-project Behaviour and Collision Risk of Bats (Bats_2), investigates how bat behaviour can be studied near offshore wind turbines. To find out whether it is wise to continue and further develop behavioural research at wind turbines in the context of the Wozep programme, we first conducted a feasibility study on land.

Dit rapport gaat over de mogelijkheden voor de ontwikkeling van populaties platte oesters (Ostrea edulis) binnen bestaande en geplande windmolenparken in het Nederlandse deel van de Noordzee. In opdracht van het Ministerie van EZ is nagegaan welke eisen de platte oester stelt aan de omgeving, gericht op de habitatkarakteristieken van windparklocaties in de Noordzee. Daarbij is er vanuit gegaan dat er binnen de windparken geen sprake is van bodemberoerende activiteiten die nadelig zijn voor platte oesters.

In het kader van het Nationaal Waterplan worden mogelijkheden verkend om offshorewindparken open te stellen voor doorvaart en medegebruik. In dit rapport wordt op basis van literatuuronderzoek een overzicht gegeven van (potentiële) natuurwaarden voor drie bestaande windparken, OWEZ (Offshore Windpark Egmond aan Zee), PAWP (Prinses Amalia Windpark) en Luchterduinen. Het gaat hierbij om biogene riffen (bestaand of potentieel), hardsubstraatgemeenschappen (bestaand of potentieel), vissoorten (rodelijstsoorten), zeezoogdieren en vogels en overige beleidsrelevante soorten (vleermuizen). Vervolgens wordt een beperkt aantal potentiële activiteiten beschreven (handlijnvisserij, visserij met korven, oesterkweek met manden, staand want, mosselteelt) en wordt verkend welke mogelijke invloed deze activiteiten hebben op de (potentiële) natuurwaarden, waarbij de nadruk ligt op beleidsrelevante soorten in het kader van Natura 2000 (Habitatrichtlijn) en de Kaderrichtlijn Mariene Strategie (KRM).

Offshore wind farms potentially have an effect on the benthic ecosystem. Given the plans for large-scale development of offshore wind farms on the Dutch Continental Shelf (DCS), understanding these effects is relevant for policy and regulations regarding these developments. Because studying the effects of offshore wind farms on the benthic ecosystem is expensive and time-consuming, it is important to use all knowledge which is already available before deciding if and what additional research is necessary. To facilitate the uptake of all available knowledge in Dutch policy and management decisions, we reviewed the research conducted to study benthic effects of offshore wind farms in the North Sea (and Kattegat). We focus on the research conducted, results obtained, methods used, technical parameters of the offshore wind farms and prevailing abiotic conditions. Using the results of this review, we assess the relevance of this research for the Dutch offshore wind development and its effects on the benthic ecosystem of the DCS, and derive lessons for possible future studies.

Benthos onderzoek aan offshore windparken wordt uitgevoerd om inzicht te krijgen in de lange termijn effecten van de aanwezigheid van een windmolenpark (en de uitsluiting van visserij daarbinnen) op de benthische gemeenschappen van de zachte bodems en tevens hoe de benthische gemeenschappen op het geïntroduceerde hard substraat zich hebben ontwikkeld. Dit is van belang om inzicht te krijgen in de effecten van operationele parken op lange termijn (decennia) en wat dit kan betekenen met betrekking tot schaalvergroting. Het doel van deze studie is inzichtelijk te maken welke nieuwe inzichten kunnen worden verwacht van een herhaalde bemonstering van het benthos in het harde en zachte substraat van de windmolenparken PAWP en OWEZ, ongeveer 10 en 15 jaar na de installatie van deze parken. Tevens wordt gekeken of en hoe eventuele aanpassing van de bemonstering de verwachtte resultaten kan versterken.

In accordance with the monitoring and evaluation plan (MEP) for the ‘Gemini Offshore Wind Farm’ the ecological monitoring of harbour porpoises was carried out by IMARES and IBL Umweltplanung, concerning the distribution and numbers of harbour porpoises in and around the wind farm prior to construction (T-0). For this purpose aerial surveys as well as passive acoustic monitoring were performed.

IMARES conducted studies in 2012 and 2013 to monitor offshore bat activity with passive acoustic ultrasonic recorders. In the follow-up project reported here, more data on the offshore occurrence of bats was collected in 2014. Using the same methodology as in 2012 and 2013, bat activity was monitored from spring to autumn in both wind farms (OWEZ & PAWP) and two additional locations: the IJmuiden meteorological mast (85 km west of Callantsoog) and at the coast near Egmond aan Zee.

Er bestaat zorg over de mogelijk schadelijk effecten van onderwatergeluid gegenereerd gedurende het heien bij de aanleg van offshore windparken. Harde impulsgeluiden zoals heigeluid kunnen dodelijke verwondingen veroorzaken bij vissen. Tot voor kort was er weinig bekend over de geluidsniveaus waarbij fysieke schade optreedt. Wij hebben letale effecten van blootstelling aan heigeluid onderzocht in verschillende larvale stadia van drie vissoorten (tong Solea solea, zeebaars Dicentrarchus labrax en haring Clupea harengus). De experimenten zijn uitgevoerd met de ‘larvaebrator’, een apparaat dat ontwikkeld is om larven bloot te kunnen stellen aan heigeluid in het laboratorium.

This Blauwdruk project report presents background and technical, ecological and economic considerations of the potential combination of offshore wind energy production and large-scale mussel farming in offshore areas in the North Sea. The main objective of the Blauwdruk project was to study the feasibility of such a combination on the Dutch Continental Shelf.

This report presents data on use by seals tracked from the Netherlands of a zone of the North Sea off the east coast of the UK, the East Anglia Zone, where it is proposed to develop offshore windfarms. For this report, three areas of interest are distinguished within the East Anglia Zone: East Anglia THREE Offshore Windfarm (East Anglia THREE); East Anglia FOUR Offshore Windfarm (East Anglia FOUR) and the combined cable corridor for both projects. In the Netherlands, seals have been tracked from two Natura2000 areas: the Wadden Sea to the north and the Delta region to the south. Approval was sought from current clients of IMARES to incorporate data from seal research they have sponsored. All clients supported sharing of the data. Of 273 harbour seals fitted with trackers in the Netherlands between 1998 and 2013, ten came within 20km of an East Anglia area of interest and seven of those entered an area of interest. Of 77 grey seals fitted with trackers in the Netherlands, six came within 20km of an East Anglia area of interest and four of those entered an area of interest. Of the seals that entered an East Anglia area of interest, all but one probably spent >2% of their time-at-sea within that area. The exception was a harbour seal tracked from the Dutch Delta region (Zeeland) in 2007, which spent at least 2% and up to 17% of its time-at-sea within an area of interest.

This manual is intended to assist operators on the Dutch Continental Shelf in the application of the Dutch implementation of the risk-based approach (RBA). In essence all oil and gas platforms on the Dutch Continental Shelf (DCS) have to go through the risk management cycle at least once, where the pre-screening determines in which order the platforms enter the cycle. The risk management cycle follows all steps required for the RBA, which are all individually addressed in the following chapters: chapter 3 (sampling); chapter 4 (whole effluent toxicity risk assessment, including ecotoxicological testing of the effluent and risk characterisation); chapter 5 (substance-based risk assessment, including chemical analysis and risk characterisation); chapter 6 (measures) and chapter 7 (reporting).

The Dutch offshore industry has the ambition to execute operations on a large scale in Arctic areas, for instance for installation and operation of oil- and gas production facilities and pipelines. Currently, there is no standard for safe operations by service companies in Arctic offshore areas. Therefore a Joint Industry Project (JIP) was started to carry out the necessary investigations to enable the formulation of guidelines for Arctic operations. One of the deliverables of the JIP is an environmental assessment pilot.

The current request for data and maps is in the context of informing the offshore wind farm Project called Hornsea, in which Poseidon Aquatic Resource Management Ltd. currently is engaged. Poseidon is a company of fisheries consultants, specializing in the development of sustainable fisheries and aquaculture. The aim of the project in general is to build 223 turbines with a combined capacity of 1,000 MW. The area of the future wind park is located in the North Sea (centre latitude 53.930° - centre longitude 1.465°) and will be of a total surface area of 540 km2. In 2011, IMARES delivered data on the Dutch fishing fleet’s activities to Poseidon, covering the period 2001-2010 (data files containing landings statistics) and 2009-2010 (maps). This project is a follow-up of the 2011 request, now requesting 2012 maps and landings statistics, extended with value information of the landings.

As a result of the large number of license applications regarding the development and operation of offshore wind parks (OWPs) that have been made since 2005 to the competent authority RWS – a department of the Dutch Ministry of Transport and Water works, a need has arisen to have insight in the cumulative (additive) effects of OWPs on the North Sea. The cumulative effects in CUMULEO are determined based on four different themes: - birds, - marine mammals and fish, - benthic fauna and - landscape and perception. For each theme a calculation rule is defines, based on a number of assumptions. Next a scenario is followed to calculate the cumulative effects for each theme. In the overview below all considered use functions are listed, also the basic method used to determine the effects in CUMULEO is indicated.
