Sustainability transitions are commonly considered impossible without regime change. Theoretical work on regime change has mainly focused on niches and landscapes and less on change ‘from within’. Empirical analysis helps theorising endogenous regime change. Conceptualising regimes as semi-coherent entities composed of multiple ‘institutional logics’, we analyse the endogenous regime change in Dutch dairy farming. Practices in this sector have become more and more market-driven. This dominant logic however was increasingly challenged by institutional logics centring round cultural identity and sustainability. Tensions particularly centred round the increased indoor housing of cows. The contestation of this practice eventually led to a first ‘crack’ in the regime, as it weakened the dominance of the market logic and enabled opportunities for more sustainability. Our case study shows that the presence of alternative institutional logics is necessary to crack the regime, but opportunities to patch it back together are similarly crucial to enable sustainability transitions.
A diagnostic tool for supporting policymaking on urban resilience

Urban resilience has become a popular notion among urban policymakers and scientists, as a way to deal with the many complex issues that cities face. While it has positive connotations and resonates with local urban agendas, it is not always clear what it means and what factors contribute to resilience. Additionally, critical literature observes that people's views on what resilience means can differ strongly and the many choices that are made in planning and implementing resilience are often left implicit. In this paper, we describe a diagnostic tool that tackles these issues by (1) distilling resilience principles and narratives that provide a comprehensive picture of the different pathways that resilience-building could take, and (2) making explicit and facilitating reflection on the choices embedded in planning for urban resilience. We illustrate the tool with an application on urban flood risk management in Rotterdam. We conclude that the Resilience Diagnostic Tool is useful to reflect on the local goals of resilience-building, to diagnose choices made in urban plans, and to reflect on their consequences. It supports policymakers in making deliberate, transparent and goal-oriented choices on urban resilience.

Cities face increasing risks due to climate change, and many cities are actively working towards increasing their climate resilience. Climate change-induced risks and interventions to reduce these risks do not only impact urban risk management systems and infrastructures, but also people's daily lives. In order to build public support for climate adaptation and resilience-building and stimulate collaboration between authorities and citizens, it is necessary that adaptation and resilience-building are locally meaningful. Thus, interventions should be rooted in citizens’ concerns and aspirations for their city. Urban policymakers and researchers have started the search for better citizen participation in adaptation. However, tools to connect the relatively strategic and long-term notions of adaptation to a gradually changing climate held by planners and scientists with how citizens experience today's climate and weather remain elusive. This paper investigates the use of ‘narratives of change’ as an approach to elicit perceptions of past, present and future weather, water, and climate, and how these relate to citizens’ desired futures. We tested this by eliciting and comparing narratives of change from authorities and from citizens in the Dutch city of Dordrecht. Our analysis of the process showed that historical events, embedded in local memory and identity, have a surprisingly strong impact on how climate change is perceived and acted upon today. This contributes to an awareness and sense of urgency of some climate risks (e.g. flood risks). However, it also shifts attention away from other risks (e.g. intensified heat stress). The analysis highlighted commonalities, like shared concerns about climate change and desires to collaborate, but also differences in how climate change, impacts, and action are conceptualized. There are possibilities for collaboration and mutual learning, as well as areas of potential disagreement and conflict. We conclude that narratives are a useful tool to better connect the governance of climate adaptation with peoples’ daily experience of climate risks and climate resilience, thereby potentially increasing public support for and participation in resilience-building.

Door intensivering en schaalvergroting in de landbouw is de ruimte voor natuur op het platteland flink afgenomen en is het landschap eentoniger geworden. We weten eigenlijk heel weinig van wat de Nederlandse bevolking daarvan vindt, terwijl maatschappelijke steun cruciaal is voor initiatieven om biodiversiteit te vergroten, zowel publiek als privaat. In dit artikel verken ik hoe belangrijk natuur op het platteland wordt gevonden en hoe de waardering van boerennatuur kan worden versterkt.

Literature on sustainability transitions advocates the institutionalisation of niche innovations and assigns an important role for institutional work in this respect. Previous work has conceptually and empirically substantiated a range of strategies that institutional entrepreneurs perform. However, little is known about how institutional entrepreneurs engage differently in institutional strategies across different dynamic niche contexts. We distinguish between four different niche contexts: market-based niche development, market-based regime transformation, community-based niche development and community-based regime transformation. This typology is then conceptually combined with theory on institutional entrepreneurship and institutional work to examine the diverse agential processes of institutional change through which actors shape and transform their institutional environments. The usefulness of this framework is explored in an analysis of the low-carbon building stock in the Netherlands. The analysis demonstrates that the framework offers a comprehensive approach to examine variety in the arsenal of strategies of institutional work across different contexts.

Environmental policy integration (EPI) is the incorporation of environmental concerns and objectives into non-environmental policy areas, such as energy, transport and agriculture, as opposed to pursuing such objectives through purely environmental policy practices. EPI is promoted to overcome policy incoherence and institutional fragmentation, to address the driving forces of environmental degradation and to promote innovation and synergy. But how effective are EPI strategies employed in practice? In this chapter we provide a meta-analysis of scientific, empirical research on EPI to address this question. An important finding is the discrepancy between the adoption of EPI in terms of objectives and commitments and its actual implementation, that is, translation into concrete measures. Overall, we found relatively few cases where environmental objectives were given a substantial status in non-environmental policies. The barriers we identified suggest that the actual detailed design or architecture of the strategies that are employed to promote EPI really matters.

Local governments are experimenting with low-carbon initiatives (LCIs) to learn how the transition to low-carbon cities can be advanced. However, little is known about how local governments can capitalize on what has been learned and use it to accelerate scaling-up processes. This paper explores the complex relationship between LCIs and learning processes at the level of local government. The issue is examined through an explorative embedded case study in the City of Copenhagen, a sustainability frontrunner. The paper makes three contributions that enrich literature and practice concerning climate governance for sustainability transitions. First, it offers an overview of two types of knowledge that can be derived from LCIs to accelerate scaling-up processes: instrumental and transformative knowledge. Second, the paper provides a concrete overview of learning practices for governing learning processes within local government. Local governments can learn from LCIs through four categories of practice: experience accumulation, knowledge articulation, knowledge codification, and knowledge distribution. Finally, the paper offers an overview of explanatory factors related to the motivation, resources, and skills that influence a local government's capacity to learn from LCIs. The findings particularly highlight the importance of setting a mandate for experimenting with and evaluating LCIs.

Transitions literature regards technologies as critical components in shifting systems towards sustainability, which has informed the development of the technology-oriented Technological Innovation System (TIS) framework. The emerging discourse on nature-based solutions (NBS) – multifunctional nature-integrated spatial planning and design innovations – raises the question to what extent TIS can account for the development and diffusion of NBS. Following a literature review, we present the Nature-Based Innovation System (NBIS) framework delineating critical factors for urban nature-based innovation. We find both commonalities and differences between TIS and NBIS, suggesting that the roles of place-based dynamics, agency and governance structure are more central to nature-based innovation, and market formation is more central to technological innovation. This has implications for the study of sustainability transitions, which has likely underplayed the potential of innovations at the nexus of socio-technical and socio-ecological systems. Future research is needed to refine the NBIS framework, for example by studying evolutionary developmental trajectories.
Capable to govern landscape restoration? Exploring landscape governance capabilities, based on literature and stakeholder perceptions

Scholars, planners and practitioners worldwide are increasingly recognising that landscape governance is a promising approach for restoring forested landscapes and simultaneously achieving ecological, economic and social objectives. Because of its integrative nature, landscape governance involves actors who restore landscapes while operating in different economic and policy sectors and at various scales. Consequently, the governance of landscape restoration is typically associated with multi-stakeholder dialogue and negotiation on the different types and forms of restoration, and what these mean in terms of necessary trade-offs. In this article we consider landscape governance to be an indispensable element of landscape restoration that deserves specific attention in the restoration debate. Despite the growing body of literature on the challenges faced in landscape restoration, literature on the role of landscape governance in overcoming these challenges is scarce. Scholars often refer to the importance of the capabilities of the landscape actors involved, but without specifying the capabilities required, which actors require them and why. This article aims to fill this knowledge gap by analysing landscape restoration from a governance perspective, focusing on the key challenges faced by landscape governance and the key capabilities required by landscape actors to overcome them. To define landscape governance capabilities, and to identify their dimensions and categorisations, we consult the literature on landscape governance and on capability. We complement this literature review with our empirical data on the landscape governance capabilities as perceived by landscape professionals engaged in landscape restoration projects and programmes. Based on both, we develop an analytical framework that specifies some of the typical capabilities required for addressing the challenges faced by landscape governance aiming to achieve well-balanced and long-lasting landscape restoration legitimately. The framework not only helps fill a knowledge gap but can also be used to structure the debate on landscape restoration by elucidating landscape governance in various contexts.

Een startende leraar moet vanaf dag één leren omgaan met belangen en wensen van vele actoren: leerlingen, collega’s, ouders en schoolleiders. Of volgens een starter: ‘Je komt met het idee dat je als leraar alleen leraar moet zijn, maar je bent ook pedagoog, opvoeder, je bent van alles’. Een goed ‘inductieprogramma’ voor startende leraren in de eerste jaren van hun loopbaan, is essentieel om een soepele transitie van opleiding naar beroep te realiseren, de praktijkschok te dempen en de professionele ontwikkeling te bevorderen.
Dit boek beschrijft verschillende manieren waarop (onderdelen van) inductieprogramma’s kunnen worden vormgegeven en ingebed in de schoolorganisatie. De praktijkvoorbeelden komen uit een Nederlands project, dat geïnitieerd werd door het ministerie van Onderwijs Cultuur en Wetenschappen. Het nationale project bestond uit negen regionale projecten, waarin medewerkers van universitaire lerarenopleidingen en lerarenopleidingen uit instellingen voor hoger beroepsonderwijs in samenwerking met scholen uit hun regio intensief werkten aan de verbetering van inductieprogramma’s. De verschillende bijdragen bevatten concrete voorbeelden, aangevuld met theoretische en empirische inzichten, waarmee de auteurs de praktijk hopen te inspireren: Human Resource Management tools, professionaliseringstrajecten voor (vak)coaches en begeleiders, borging van inductiemaatregelen, interventies gericht op de startende leraren zelf, zoals professionele identiteitsworkshops, videoclubbegeleiding en vakdidactische Lesson Study. Dit boek illustreert zowel het inductieprogramma als het flankerend onderzoek en maakt het toegankelijk voor iedereen die betrokken is bij en/of geïnteresseerd is in het begeleiden van startende leraren. Elk hoofdstuk is geschreven door de onderzoekers die in de betreffende regio actief waren.
