    Adaptive Delta Management - flood risk management - multi-level governance
    In the Netherlands, the central government, water authorities, provinces and municipalities are working together on a new Delta Program on Flood Risk Management and Fresh Water Supply (DP). Its primary goal is to protect the Netherlands against floods and ensure the availability of fresh water, now and for future generations. The DP has developed a new, adaptive management concept: the Adaptive Delta Management (ADM) approach. ADM is defined as ‘a smart and intelligent way of taking account of uncertainties and dependencies in decision-making on Delta Management with a view to reducing the risk of overspending or underinvestment’. Important features of DP are: (i) involving multiple stakeholders in a joint decision-making process to enhance ownership, legitimacy and feasibility; (ii) taking a risk-based perspective; (iii) adopting a flexible approach in possible strategies by valuing flexibility with regard to the timing of implementation and (iv) interlinking various investment agendas and looking for opportunities for mainstreaming with planned investments. Along similar lines, a Bangladesh Delta Plan 2100 (BDP 2100) is being devised to achieve long-term sustainable socio-economic development and provide safety in the face of disasters through adaptive water governance in Bangladesh. It embodies a holistic, integrated vision, adaptive strategies and a long-term investment agenda for the Bangladesh Delta. The Plan is scheduled to be finalized in 2017. ADM is not an approach that can be transferred easily from one country to another as it demands a fundamental change in institutional capacity at multiple levels including new knowledge and skills, relationships and policy frameworks, and, hence, depends on the local socio-economic characteristics, culture and governance. This paper explores the challenges and opportunities for successful formulation and implementation of BDP 2100.
    Beyond cattle and communal land : how the Maasai accommodate privatisation in Kenya

    This chapter discusses the dynamics brought about by privatising land ownership. Changes in land tenure are analysed here from a socio-relational perspective. Changes in land tenure do not just concern ownership but also transform the properties of land space as a result of which new forms of land use emerge. Moreover, this chapter argues that the Maasai are not passive receivers of new land tenure policies enacted by the Kenyan state. They accommodate land tenure changes in many different and unexpected ways. The case discussed here involves the (further) space subdivision of once communal land to group ranches and to individual Maasai families. The further subdivision of land creates space for new practices such as cultivation of crops, notably by women. Men on the other hand build alliances to aggregate smaller pieces of land to allow continuation of a pastoral lifestyle. The chapter also draws attention to land leasing which initiated unsustainable land use practices

    There is a growing international recognition that flood risk management in optima forma should be a programmed and flexible process of continuously improving management practices by active learning about the outcome of earlier and ongoing interventions and drivers of change. In the Netherlands, such a long-term, adaptive flood risk management strategy is now being implemented. This so-called second Delta Programme aims to identify and exploit opportunities and capitalize on short-term benefits and opportunistic synergies that arise from change and will require adaptive policymaking. It also requires the financial and institutional means to operate in a long-lasting way, which at the very least, means engaging stakeholders, gathering and disseminating results and adaptation of future plans. Transferring the Dutch approach to other countries is a major challenge that calls for fundamental changes in institutional arrangements at various levels and thus requires customized programmes for strategic institutional change. Recent examples of transfer will provide important lessons of how institutional change can successfully occur and will contribute insights for other countries that attempting to reform their flood risk management strategies. Continuous monitoring and evaluation and sharing international experiences will become crucial for the effective delivery and wider uptake of these new strategies around the globe.

    Door alleen te spuiten waar het echt nodig is, kun je veel gewasbeschermingsmiddelen besparen. Met de SensiSpray moet dat kunnen. De resultaten zijn in ieder geval veelbelovend. Toch ontbreken nog een paar rekenregels om de vinding snel terug te kunnen verdienen. Of het bedrijf moet heel groot zijn.

    The Change Alliance launch event was officially opened by Hettie Walters (ICCO and the chair woman of the foundation group of the Change Alliance) and Jim Woodhill (Wageningen UR – Centre for Development Innovation): “We are facing significant challenges like climate change, widespread poverty, limited access to water. How can we cope with these in more democratic and cooperative ways? There is an increasing interest for multistakeholder processes: bringing people together to cooperate effectively to address issues at hand. This increase raises some questions: How well do these processes work? Do they address deeper challenges? Do they truly and effectively inspire change?” In this light, the following objectives were set for the launch event of the Change Alliance: 1. Shape the future direction of alliance 2. Establish learning and action agenda: what are the big questions we face, which support do we need, what would enable us to become better? 3. Map actors, initiatives & concepts: define the boundaries of the initiative 4. Explore principles for engagement: define the core principles to move forward 5. Next steps: define what we need to do
